Summary

As Chief Information Officer, you will serve as an Office of the Comptroller of the Currency (OCC) executive and as a key advisor to the Comptroller and reports to the Senior Deputy Comptroller (SDC) for the Office of Management (OM).

Responsibilities

As Chief Information Officer you will:

  • Set goals and provide executive leadership and direction to Information Technology Services (ITS) staff responsible for IT and cyber infrastructure, systems development, operations, and maintenance, strategic planning, policy and controls, cyber security and privacy services, IT and cyber project management, data management, device management, management and shared services, platform management, records management, and customer experience and relationship management to effectively and efficiently support the agency's mission. Provide executive direction over technology studies and searches for new technology and strategies for delivering IT services. Ensure that current and planned initiatives, investments, and solutions are aligned with and support overarching and emerging Federal mandates, IT best practices, and the OCC's mission and operational needs.
  • Collaborate with the OCC Chief Financial Officer and other senior agency business unit counterparts in establishing, managing, and executing the ITS budget and providing full transparency into IT investment spending and overall health of the initiatives. Collaborate with OCC senior leaders in establishing, executing, and managing effective strategic sourcing strategies for IT services and products. Collaborate with CIOs of other regulatory and Treasury agencies for sharing leading practices, IT solutions, and information. Promote research and development for new technology to meet OCC goals and objectives and to improve the efficiency of operations.
  • Represent the Senior Deputy Comptroller and OCC at meetings with Treasury, legislators, bankers, attorneys and high-level federal, state and private industry officials.
  • Plan and assign work to be accomplished by direct-reports and subordinate supervisors. Make decisions on work problems elevated by subordinates. Provide advice and counsel on work and administrative matters. Evaluate performance in accordance with OCC guidelines; make personnel decisions regarding hiring, promotions, adverse actions, etc.; and provide training and development authorities, in accordance with delegated authority.
  • Establish objectives and goals in support of the OCC and OM strategic plans. Develop short and long term plans; establish priorities for the organization. Provide planning and resource management to sure that ITS activities support the OCC and OM objectives and goals. Provide executive direction and leads collaboration with key OCC stakeholders to develop annual Capacity Based Operating Plans (CBOP) describing work priorities and commitments between ITS, the OCC's Technology and Systems Subcommittee (TSS) and OCC mission-delivery and mission-support business units.

Qualifications

You must meet the following requirements within 60 calendar days after the closing date of this announcement:

You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the next lower level in the Federal service. To qualify for the NB-VIII level, you must have specialized experience equivalent to the next lower level, NB-VII or GS-15. The experience may have been gained in either the public or private sector. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Specialized experience for this position includes:
  • Leading organizations in identifying, implementing, and delivering a broad array of information technology products and services to customers in an efficient and effective way. AND
  • Advising senior management on IT principles, concepts and practices. AND
  • Formulating objectives and priorities that support IT strategic planning initiatives.

The experience may have been gained in the public sector, private sector, or through volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis.

• Salary range includes 20% geographical pay.
• Total pay cannot exceed applicable pay cap, which is $272,100 for 2019.
