Responsibilities

This is a developmental position. Work assignments are progressively complex and intended to broaden your skills and provide the incumbent with practical experience to prepare you to perform at the target grade level.

At the target grade level the major duties are:
  • Analyzes contract award requirements to include price/cost analysis.
  • Plans and develops acquisition selection criteria.
  • Contract negotiations and performance of contract administration.
  • Performs a full range of pre and post award contracting functions
  • Negotiates and performs contract modifications
  • Monitors contract performance in order to solve problems relating to contract modifications, progress and other payments and similar problems.

Qualifications

Applications will be evaluated at the GS-05, GS-07 and GS-09 grade levels. The selecting official has the ability to select at either the GS-05, GS-07 or GS-09 grade level.

To qualify for this position at the GS-05 grade level, applicants must possess one year of specialized experience equivalent to GS-04 grade level that equipped you with the particular knowledge, skills, and abilities (KSAs) to perform successfully the duties of the position, and is directly in or related to this position. To be creditable, specialized experience must be at GS-04 grade level or equivalent under other pay systems in the Federal service, military, or private sector.

OR

Applicants must have completed four years of education beyond the high school level from a college or university accredited by an organization approved by the U.S. Department of Education ( https://ope.ed.gov/accreditation/ ) and at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

OR

A combination of experience and education equaling 100% of the qualifications.

To qualify for this position at the GS-07 grade level, applicants must possess one year of specialized experience equivalent to GS-05 grade level that equipped you with the particular knowledge, skills, and abilities (KSAs) to perform successfully the duties of the position, and is directly in or related to this position. To be creditable, specialized experience must be at GS-05 grade level or equivalent under other pay systems in the Federal service, military, or private sector.

OR

Applicants must have completed one full year of graduate level education or have a bachelors degree with superior academic achievement from a college or university accredited by an organization approved by the U.S. Department of Education ( https://ope.ed.gov/accreditation/ ) and at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

OR

A combination of experience and education equaling 100% of the qualifications.

To qualify for this position at the GS-09 grade level, applicants must possess one year of specialized experience equivalent to GS-07 grade level that equipped you with the particular knowledge, skills, and abilities (KSAs) to perform successfully the duties of the position, and is directly in or related to this position. To be creditable, specialized experience must be at GS-04 grade level or equivalent under other pay systems in the Federal service, military, or private sector.

OR

Applicants must have completed a Masters or equivalent graduate degree OR two full years of progressively higher level graduate education leading to such a degree OR LL.B. or J.D., if related from a college or university accredited by an organization approved by the U.S. Department of Education ( https://ope.ed.gov/accreditation/ ) and at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

A combination of experience and education equaling 100% of the qualifications.

In addition to meeting the qualifications outlined above, you must also meet the following requirements:

Time after competitive appointment: Candidates applying under merit promotion must have completed three months of civilian service after a competitive appointment by the closing date of the announcement. (5 CFR 330.501)

Time-in-Grade (GS-07): Current or previous federal employees applying at the GS-07 grade level must have held a permanent appointment in the competitive or excepted service for a minimum of 52 weeks at the GS-05 (or equivalent) level to be eligible for the position by the closing date of the announcement.

Time-in-Grade (GS-09): Current or previous federal employees applying at the GS-09 grade level must have held a permanent appointment in the competitive or excepted service for a minimum of 52 weeks at the GS-07 (or equivalent) level to be eligible for the position by the closing date of the announcement.

Examples of specialized experience include:
  • Demonstrating performance of pre and post award functions.
