  • As a Supervisory Human Resources Specialist, you will supervise a team of human resources consultants in the development and execution of human resources programs and workforce plans and strategies to support the NASA mission.
  • You will develop and implement strategic and effective human resources plans and programs to support the Goddard Space Flight Center's evolving mission and programs.
  • You will provide advice and guidance to the HR Director on a wide range of topics, including areas for improvement, resource allocation, and proposed performance metrics for organizational effectiveness.
  • Provide sound technical advice to senior leadership at Goddard Space Flight Center on key HR topics.
  • You will serve as a change agent and foster open communication to ensure HR is poised to meet customer needs and expectations.
  • Provide expert consultative and authoritative advice in the resolution of complex HR problems or issues as well as recommended solutions to address challenges.
  • You will oversee the Goddard Space Flight Center's workforce analytics program and Pathways program including reporting, data analysis, managing key performance indicators and conducting studies.
  • You will identify strategic HR objectives and support development of the workforce master plan for the organization.
  • You will serve as consultant to senior Center and Agency management officials. Plan, implement, and manage a very complex Center-based Agency HR program aligned with the Agency's Strategic Human Capital (HC) Plan.
  • You will deliver innovative, management, and customer-focused human resources (HR) specialty consultative services and products that are high quality, value-added, timely, and supports NASA's vision, mission strategies, values, and business goals.
  • You will define jobs, select employees, and assign work; define technical work requirements and milestones; evaluate the organization and employee accomplishments by accepting or rejecting work products.
  • You will present and defend organization and employees work to senior management and Agency and other Federal HR and Business Partner (BP) offices.
  • You will recommend employee promotions and recognition; approve leave; implement performance modifications, and take corrective actions as appropriate.
  • You will strategically partner with other Centers and Headquarters HR managers and senior officials on significant HR challenges that have a broad Agency impact and may serve as a model for the Federal civil service.
  • You will provide assistance and leadership to organizations in assessing strengths, weakness, and effectiveness; and defines and explores options to expand or enhance organizational capabilities.
  • Develop strategies for improving organizational effectiveness.

Qualifications

You must have one year of specialized experience equivalent to the next lower grade (GS-14), which has equipped you with the particular competencies needed to successfully perform the duties of the position described above.

Specialized experience is defined as leading the consultation of federal human resources programs and strategic workforce planning programs; and planning, designing, and implementing analysis for forecasting talent supply and demand, and developing strategies to mitigate workforce gaps.
