Deputy Director, Copyright Modernization Office Copyright is a form of legal protection provided by the laws of the United States to authors of literary, dramatic, musical, artistic, and other works. The Copyright Modernization Office is responsible for identifying current and future processes, systems, and infrastructure required by the Copyright Office. The Deputy Director has responsibility, as well as delegated authority, for the oversight and administration of broad, emerging, and/or critical agency programs or operations. As an important component of the United States Copyright Office, which is part of The Library of Congress, the Copyright Modernization Office is responsible for identifying current and future processes, systems, and infrastructure required by the Copyright Office as it fulfills its mission to promote creativity by administering and sustaining an effective national copyright system. Incorporating such varied disciplines as strategic planning, program management, data management and situational analysis, the Office serves as a conduit and liaison between the Copyright Office and other offices and functional areas both within, as well as external to, The Library of Congress to take identified wants and needs and translate them into workable, cost-efficient solutions. This position has no promotion potential. The incumbent of this position will work a flextime work schedule. This is a supervisory, non-bargaining unit position. This is a confidential position with routine and non-routine duties related to sensitive personnel and/or labor relations matters. Relocation expenses will not be authorized for the person(s) selected under this vacancy announcement. Provides administrative and technical supervision relative to the staff supervised. Plans work to be accomplished by subordinates, sets and adjusts short-term priorities, and prepares schedules for completion of work. Assigns work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees. Observes workers' performance; demonstrates and conducts work performance critiques. Resolves informal complaints and grievances. Assures that subordinates are trained and fully comply with safety regulations and safeguard sensitive and personally identifiable information (PII) of employees. Serves as the primary expert in and is responsible for developing and overseeing long-range planning affecting the direction and management of programs and operations to efficiently achieve specified goals and objectives. Assesses current and proposed programs and operations and recommends actions to initiate, modify, or discontinue projects as needed. Applies new policies, provides advice on requirements and maintains administrative systems. Interprets administrative policies, develops and implements local policies, defines administrative requirements, and provides advice to top management on related issues. Works in conjunction with the Director, Copyright Modernization Office (CMO) to identify the need for written practices, procedures and methods to enhance process improvement. Executes changes and variety of assignments as requested. Serves as an expert advisor on various programs and issues related to the modernization of the Copyright Office. Counsels senior management staff and officials at multiple levels of the Library of Congress; senior staff of the Copyright Office; and others on Copyright Office modernization-related matters. Works closely and provides guidance to subordinate supervisors. In conjunction with the Director, CMO, serves on inter-agency and other special work groups, task forces, or expert panels on special projects or studies critical to the Copyright Office. Performs other duties as assigned.
