Responsibilities

As a Supervisory IT Cybersecurity Specialist you will serve as the Deputy Office Chief in the Office of C5I Capabilities (CG-761) and as the Executive Secretariat for the C5I Resource Council. You will provide senior subject matter expertise that is responsible for office personnel certification, training and as the steward for the requirements management process acting as a C5I capability integrator across all enterprise capabilities.

Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical Duties include:
  • Maintaining requirements for all C5I capability and reviews operational test and evaluation (OT&E) outcomes to ensure acquired capability meets Sponsor's requirement.
  • Working with acquisition agent to develop resource proposals for lifecycle operational sustainment of new capability including major acquisitions.
  • Serving as the C5I capability integrator, tracks and reviews projects across eleven C5I portfolios to ensure alignment with office and enterprise strategic goals.
  • Serving as Executive Secretariat of the C5I Resource Council.
  • Coordinating budget, planning, and execution activities of 11 Portfolio Working Groups to meet strategic C5I Resource Council objectives.
  • Scheduling, preparing, and documenting C5I Resource Council activities including meetings, phone conferences, and boards.

Qualifications

To qualify at the GS-15 grade level, applicants must have at least one (1) full year of specialized experience equivalent to at least the GS-14 grade level in the federal sector. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.

Specialized experience includes:
  • Experience serving as a supervisor/manager and evaluating the work performance of subordinates;
  • Experience researching and providing recommendations on all aspects of IT lifecycle system development, integration, maintenance, and customer support; and
  • Experience organizing assigned tasks, plans and directing IT research studies, engineering and alternatives analyses, and work products as required to support cost, schedule, and performance criteria.

For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below.   • Knowledge of maritime operations sufficient to understand impact of C5I resource and requirements decisions on Coast Guard Operations.
  • Skill in negotiating and resolving issues in meetings with stakeholders and Coast Guard (CG) staff.
  • Skill in organizing and presenting information and recommendations to higher-level officials, partners, and stakeholders.
