Responsibilities

  • The responsibilities described are for the full-performance level. At developmental grade levels, assignments will be of more limited scope, performed with less independence, and limited complexity.
  • Serve as a steward of immigration related data; respond to routine and ad hoc requests for immigration related data to internal and external customers
  • Ensure the development, validation, and verification of scientific data and data collection systems with internal and external customers.
  • Participate in and/or lead agency and department level working groups on data quality and data collection/dissemination infrastructure; develop and maintain data governance processes associated with agency level immigration data.
  • Ensure participation of key stakeholders in the development and implementation of data guidance and help form a culture of data quality throughout the agency; build coalitions with key stakeholders to ensure data infrastructure meets high standards.
  • Develop processes to regularly review business requirements and translate them into technical systems requirements and needs; serve as a primary interface between business data analysts and information technology specialists.
  • Provide strategic direction and support for team which are aligned with agency mission; exercise sound and proactive performance management and professional development of staff to include mentoring.

Supervisory/Managerial Probationary Period: You may be required to serve a twelve-month probationary period upon appointment to this position. You may also be required to complete an appropriate supervisory training course within one year of assignment to this position.
The qualifications for this position must be met by 11:59 PM (Eastern Time) on the closing date of this announcement 09/23/2019.

Current Federal employees must have served 52 weeks at the lower grade or equivalent grade band in the Federal service. The Time-in-Grade requirement must be met by 11:59 PM (Eastern Time) on the closing date of this announcement 09/23/2019.

Residency Requirement: There is a residency requirement for all applicants not currently employed by U.S. Citizenship and Immigration Services. Qualifications

Every day, our Supervisory Management and Program Analyst lead diversely skilled and high-performing teams to institutionalize sound data management and analytical practices at USCIS, which seek to improve the overall data literacy for every employee.

Relocation expenses are authorized if you are a USCIS employee assigned to the Refugee, Asylum and International Operations program and have been approved for rotation from an overseas assignment. GS-14:You qualify at the GS-14 level if you possess one (1) year of specialized experience, equivalent to at least the GS-13 level in the federal government, which has equipped you with the skills needed to successfully perform the duties of this position. You must have experience performing the following duties:
  • Leading team in applying a wide range of quantitative and qualitative techniques to collect, analyze, disseminate, and present large amounts of data.
  • Refining, verifying, and validating data integrity which involves information system infrastructure and data governance.
  • Analyzing mission-oriented programs and applying new hypotheses and concepts to improve organizational effectiveness.
