Responsibilities

As a Financial Management Specialist, you will:
  • Promote rigorous, high-quality monitoring, evaluation, and learning approaches for Private Sector Engagement (PSE). Lead on extensive reporting related to USAID's use of the Development Finance Corporation (DFC) tools and other non-DFC PSE activities; leverage required reporting to lead on all aspects of monitoring, evaluation, and learning and respond to information and data requests.
  • Develop and update monitoring, evaluation, and learning tracking tools and guidance to facilitate and respond to information and data requests on all USAID Mission transactions with the DFC and to strengthen Agency understanding of results related to PSE approaches.
  • Support Missions and Operating Units in performance monitoring and transaction management to ensure financial and impact goals of DFC transactions and non-DFC PSE activities are met and documented. Support the collection, monitoring, and documentation of performance indicator data. As appropriate, provide field-focused technical assistance on broader evidence building and utilization for PSE.
  • Collaborate with the DFC to advise USAID Missions on establishing performance measures for DFC transactions and ensure they are collecting performance data and information. Provide monitoring and evaluation (M&E) guidance and technical assistance to Missions at the evaluation design phase of DFC transaction or broader program evaluation and beyond.
  • Lead the development of an indicator framework and guidance for Missions on the full range of PSE activities. Assist with its implementation and ensure alignment with agency evaluation policy and guidelines. Co-design, manage, and coordinate in-house M&E contracts and funding.
  • Build monitoring, evidence, and learning capacity of PSE advisors in Washington and key Mission staff by developing training and guidance materials, facilitating group discussions, or identifying key internal and external sources to share via brown bag, journal club, webinar, or other format.

Qualifications

GS-13: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 level in the Federal service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Examples of qualifying specialized experience include: a) ensuring financial and impact goals, transactions and activities are met and documented;b) providing technical assistance and advisory services to assist USAID missions in developing indicators to monitor transaction performance, evaluation design, and implementation of evaluation framework; and c) analyzing data related to performance and impact of activities for internal reports and other external-facing communications products.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, relevant to the duties of the position to be filled, including volunteer experience.
