Responsibilities

You will serve as a contract specialist with complete responsibility to plan and recommend execution of all contractual actions and phases for assigned projects. This position is located in the Office of Contract Support which acquires a full range of products and services including but not limited to, major systems for the USCG. Responsibilities include all primary systems, subsystems, support, operations and maintenance contracts.

Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include:
  • Serving as a contract specialist responsible for all aspects of the contracting transactions from initiation to recommendation of award to procurement of items or services with specialized requirements, such as the procurement of complex electronic systems and operations, maintenance and repair, construction, supply and production items, architectural engineering, aircraft/vessels parts, etc.
  • Surveying the market to determine the availability of items or services with specialized requirements and reviewing requests for procurement, analyzing the requirements, and determining the type of contracts, milestones, and procurement plan.
  • Coordinating contract administration activities for long-term, extensive technical service contracts and/or cost type contracts.
  • Supporting the development of cost-related sections of complex solicitation documents, analyzing cost data and price re-determination/price order/terminations/labor and material cost, etc.
  • Negotiating complex modifications to contracts such as those for R&D, software, or system development.

Qualifications

Applicants must meet the following basic requirements: Completed a 4-year course of study leading to a bachelor's degree with a major in any field; OR Completed at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. NOTE: Applicants who have been in a GS-1102 position at a GS-12 or lower grade level since January 1, 2000 without a break in service only need to meet the additional requirements in order to qualify.

IN ADDITION to meeting the basic education requirements above, applicants applying at the GS-12 level must have at least one full year of specialized experience equivalent to the GS-11 level in the Federal service. Examples of specialized experience includes: Analyzing the requirement, recommending revisions to the statement of work or specifications, and deciding on the type of contract, milestones, and acquisition etc., awarding or recommending award of the contract; negotiating price, contract specifications, delivery dates, incentives, and other terms of conditions; monitoring contractor's performance on contract, regulatory, ad statutory provisions through telephone conversations, correspondence, reports, vouchers and visits; supporting the development of budgets for planned procurements; participating in negotiations or serving as a primary cost/price negotiator.

NOTE: The Defense Acquisition University (DAU) does not grant Academic degrees; therefore courses completed at the DAU are not creditable towards meeting the 24 semester hour requirement, in the fields identified above, unless the coursework has been evaluated by an accredited institution recognized by the U.S. Department of Education, and appears on a college or university transcript."

Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.
