This position is located in the National Oceanic and Atmospheric Administration (NOAA), National Ocean Service (NOS), Office for Coastal Management (OCM), with 1 vacancy in Charleston, SC or Silver Spring, MD.

Responsibilities

As a Physical Scientist, you will perform the following duties:

• Participate and track various federal and industry data legislation, policy, and guidance; and interpret as necessary for implementation at the program office level.
• Develop and direct new and novel strategies for better implementing the data management lifecycle steps through innovative technology choices (cloud, etc.), and policy implementations.
• Make recommendations and determine approaches to coordinate efforts with the NOAA Environmental Data Management Committee (EDMC) and GIS (Geographic Information System) communities.
• Serve as a liaison for National Ocean Service and the program office on data management issues to NOAA and other Federal organizations.
• Oversee program office data management activities and ensure that quality metadata is created, maintained, and made accessible to the public for all applicable scientific, technical, geospatial data created and served by the program office.

These duties are described at the full performance level of the ZP-4; the ZP-3 is developmental leading to such performance.

This position will be filled under the DOC Alternative Personnel System (CAPS). This system replaced the Federal GS pay plan and structure. Under CAPS, positions are classified by career, pay plan, and pay band.

The ZP-3 is equivalent to the GS-11/12.

The ZP-4 is equivalent to the GS-13/14.

Qualifications

BASIC REQUIREMENTS: This position has a positive Education Requirement in addition to at least one year of Specialized Experience OR substitution of education for experience OR combination (if applicable) in order to be found minimally qualified. EDUCATION:

To qualify for the 1301 series:

A. Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.

OR

B. Combination of education and experience: education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.

-AND-

SPECIALIZED EXPERIENCE: Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position.

This experience need not have been in the federal government. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

To qualify at the ZP-3 or GS-11 Level:

SPECIALIZED EXPERIENCE: In addition to meeting the Basic Requirements above, applicants must possess one full year (52 weeks) of specialized experience equivalent to the ZP-2 or GS-09 in the Federal service. Specialized experience MUST include all of the following:

• Carrying out scientific data management activities such as the planning, creating, and sharing of scientific data and metadata; and
• Resolving data management issues such as scientist access to data, data reliability, and/or data storage capacity.

OR

EDUCATION SUBSTITUTION: 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree.

OR

COMBINATION OF EDUCATION AND EXPERIENCE: A combination of education and experience. Note: Only graduate education in excess of two years is qualifying for combination.

To qualify at the ZP-4 or GS-13 Level:

SPECIALIZED EXPERIENCE: In addition to meeting the Basic Requirements above, applicants must possess one full year (52 weeks) of specialized experience equivalent to the ZP-3 or GS-12 in the Federal service. Specialized experience MUST include all of the following:

• Analyzing, interpreting and prioritizing the implementation of GIS (Geographic Information System) data/metadata management policies and guidance associated with scientific research/projects;
• Advising on technology infrastructure issues to support data management and dissemination; and
• Developing innovative strategies for data management lifecycle (i.e., from data creation, storage and deletion, etc).

How You Will Be Evaluated

You will be evaluated for this job based on how well you meet the qualifications above.
