Summary

This position is located in the National Oceanic and Atmospheric Administration (NOAA), National Ocean Service (NOS), Office of National Marine Sanctuaries (ONMS), Conservation Science Division (CSD) with one vacancy in Silver Spring, MD.

Responsibilities

As an Economist, you will perform the following duties:
  • Support the design, development, implementation, and development of products from natural resource and environmental economics research and monitoring efforts across the Office of National Marine Sanctuaries (ONMS).
  • Support integration of economics with natural sciences in processes including evaluation of ecosystem services and integrated ecosystem assessments, condition reports, management plans, research & monitoring plans and regulatory impact analyses.
  • Support the review/approval process of all surveys with the U.S. Office of Management and Budget under the Paperwork Reduction Act and the Information Quality Act; compliance with all socioeconomic requirements of the National Environmental Policy Act (NEPA), Regulatory Impact Review (E.O. 12866), Regulatory Flexibility Act (impact on small entities).
  • Information Quality Act for all socioeconomic information distributed to the public.
  • Engage with academic, non-governmental, and international organizations and partners associated with socioeconomic research and monitoring, to promote ONMS and National Oceanic and Atmospheric Administration (NOAA) priorities.
  • Assist with developing content for ONMS Socioeconomic websites and all public facing communications regarding ONMS socioeconomic information, products, and projects.
  • Represent economics within the ONMS to crosscut programs, including policy, education communication.
  • Work with Federal, state, and local resources management entities in development of inter-agency agreements for socioeconomic research.

This position requires a Public Trust Security Clearance.

This position will be filled under the DOC Alternative Personnel System (CAPS). This system replaced the Federal GS pay plan and structure. Under CAPS, positions are classified by career, pay plan, and pay band.

The ZP-3 is equivalent to the GS-11/12.

Qualifications

BASIC REQUIREMENTS: This position has a positive Education Requirement in addition to at least one year of Specialized Experience OR substitution of education for experience OR combination (if applicable) in order to be found minimally qualified. EDUCATION:

To qualify for the 0110 series:

A. Degree: economics, that included at least 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus.

OR

B. Combination of education and experience: courses equivalent to a major in economics, as shown in A above, plus appropriate experience or additional education.

-AND-

SPECIALIZED EXPERIENCE:

Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position.

This experience need not have been in the federal government. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

To qualify at the ZP-3 or GS-11 level:

SPECIALIZED EXPERIENCE: In addition to meeting the Basic Requirements above, applicants must also possess one full year (52 weeks) of specialized experience equivalent to the ZP-2 or GS-09 in the Federal service. Specialized experience MUST include all of the following:
  • Contributing to economic characterization, research, and monitoring projects in support of resource management needs and applications;
  • Collecting and analyzing socioeconomic data and support others on the use of these data and collection methods;
  • Integrating socio-economic with physical sciences to address resource management needs and regulatory compliance requirements;
  • Facilitating the use of economic products in management, policy, education, or outreach processes; and
  • Developing partnerships and draft research proposals to support economic information needs for management.

OR

SUBSTITUTION OF EDUCATION: 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree.

OR

COMBINATION OF EDUCATION AND EXPERIENCE: A combination of education and experience as described above.

Note: Only graduate-level education in excess of two year is qualifying for combination of education and experience.

    How You Will Be Evaluated

    You will be evaluated for this job based on how well you meet the qualifications above.
