This position is in the CTO Office, Department of Technology Services (DTS). The incumbent leads the legal informatics research and development (R&D) arm of the office, drives investigation, innovation and improvements in systems and processes in Judiciary national systems, helps answer complex business questions, is both a program manager and the recognized technical authority in artificial intelligence systems, engineering and development delivering enterprise-wide business capabilities.

Duties may include but are not limited to:
  • Working independently under the guidance of the Delivery Team Lead, the incumbent is responsible for coordinating activities with the Judiciary Federally Funded Research and Development Center R&D experts. The incumbent manages a multi-million-dollar portfolio of initiatives, prototypes, and operational pilots to develop services and enterprise solutions that align with the Judiciary's strategic direction, business objectives, and IT practices. The incumbent has experience in multiple Agile environments. The incumbent is the national authority for R&D solutions engineering to national program offices and to other Judiciary stakeholders.
  • Leads and oversees major IT efforts with high national impact and dollar value IT/enterprise/application initiatives. This includes assessments on emerging technologies for applicability to existing and future judiciary systems; Participates in solutions engineering, integration with legacy solutions and identifying new technologies for enterprise-level business solutions.
  • Leads research and development initiatives using artificial intelligence solutions and operational pilots to answer business questions and identify opportunities to create or enhance enterprise-level capabilities.
  • Leads development of solutions to implement business goals and requirements following reference models, and standards, ensuring alignment of the IT architecture and long-term planning.
  • Monitors and provides input into state-of-the art IT developments/applications staying abreast of key market indicators; and leads/oversees the implementation of new business strategies.
  • Provides oversight and management of application solutions for inter-related program offices and court developers, evaluates impacts. Works with all levels: management/staff, court, external customers/contacts in local and national program offices, determines gaps between the current and target engineering; and develops plans for transitions.
  • Leads and works with diverse stakeholder groups ensuring proper implementation of research projects and conforms to standards and best practices.
  • Coordinates the development of operations-ready systems and solutions that are stand-alone or integrated with other systems and scalable.
  • Prepares and provides input to reports and other detailed IT documents (user guides, engineering documentation, etc.) delineating implications, impediments, making recommendations, and presenting solutions to eliminate redundancy, and support management strategies.

  • Qualifications

    Applicants must have demonstrated experience as listed below. This requirement is according to the AO Classification, Compensation, and Recruitment Systems which include interpretive guidance and reference to the OPM Operating Manual for Qualification Standards for General Schedule Positions.

    Basic Requirements: You must have Information Technology (IT) related experience which demonstrates proficiency in each of the following competencies:

    Specialized Experience : Applicants must have at least one full year (52 weeks) of specialized experience which is in or directly related to the line of work of this position. Specialized experience is demonstrated experience in ALL of the following:
  • Directing R&D activities leading to AI prototypes and operational AI pilot solutions;
  • Identifying R&D opportunities implementing AI solutions enhancing business capabilities; AND
  • Managing regular R&D output while developing a backlog of AI initiatives.

  • Masters degree in Computer Engineering/Science, AI, Cognitive Systems, Machine Learning, Intelligent Systems;
