Summary

A successful candidate in this position will work for Office of ES&H Reporting and Analysis (AU-23) managing the Department's ES&H data analytics program and overseeing the machine learning/artificial intelligence effort; providing technical and analytical assistance and support for the Department of Energy Headquarters, Field organizations, and contractors; and serving as a liaison with other DOE organizations, other Government agencies, and other industrial and academic institutions.

Responsibilities

As a Program Analyst, you will:
  • Oversee the development and maintenance of the Department of Energy Environmental Safety &Health (ES&H) data analytics program to ensure that the data analysis infrastructure is updated to provide state of the art analysis capability to the Department; develop and maintain machine learning/artificial intelligence (ML/AI) analytical tools; and improve the analytical model used to provide forecasts and information to DOE decision makers.
  • Provide technical assistance to DOE Headquarters, Field organizations and contractors regarding tracking and trending occurrences and corrective actions within their organizations; and develop policy, guidance, and implementation interpretations concerning analysis programs.
  • Provide the sole DOE complex-wide management oversight of ES&H performance; review and coordinate the findings and analysis results of other Office of ES&H Reporting and Analysis programs and activities in order to provide senior DOE management with an assessment of DOE-wide ES&H performance.
  • Report directly to the Director, Office of ES&H Reporting and Analysis, regarding strategic direction, and on matters that have complex-wide policy and/or DOE line program implications; advise and report to senior management on substantive developments orally or in writing in the form of briefings, memoranda, issue papers or other means including, as appropriate, interpretive and analytical findings required to elucidate the scope, meaning, and effect of policy interpretations and safety performance analysis findings.

Qualifications

SPECIALIZED EXPERIENCE REQUIREMENTS

Specialized experience for this position is defined as: developing and implementing a data analytics program employing methods such as machine learning and artificial intelligence; performing Environment, Safety & Health analysis using computer tracking and recording systems; tracking trends and occurrences and determining corrective actions; providing advice and guidance to resolve, implement, or manage program or policy issues based on research and findings; providing technical support and guidance to senior officials, other Government agencies, or contractors; and developing effective reports, briefings, and other technical work products and presenting them orally and in writing.

  • Mastery knowledge of the advanced concepts, practices, and techniques of safety and health disciplines.
  • Mastery and expert knowledge of and experience with the principles, theories and practice related to the field of occupational safety, nuclear safety, industrial hygiene, and other safety and health areas.
  • Skill level sufficient to serve as a national and international authority in the field and to investigate, analyze and trend complex safety and health issues and data, and resolve critical or obscure problems.
  • Skill in applying an interdisciplinary understanding of systems analysis and safety & health management disciplines and physical sciences and other sciences to provide technical advice and critical direction regarding the resolution of ES&H compliance issues and to promote general ES&H protection.
  • Excellent oral and written communication skills in the preparation and presentation of a wide variety of reports and briefings to various levels of management and technical audiences.
  • Comprehensive knowledge and expertise to develop, manage and maintain a data analytics program to provide state of the art analysis capability. Significant familiarity of big data machine learning/artificial intelligence (ML/AI) analytical tools that allow analysis of both structured and unstructured data from a variety of sources, which can lead to a risk based, predictive nature of analysis.
  • Mastery skill in performing analytical studies for purposes of identifying current and leading indicators of safety performance trends.
  • Ability to effectively identify and analyze operational data and issues, and to effectively communicate findings to management.
