Summary

This position is located in the Architect of the Capitol (AOC), Office of the Chief Operating Officer, Director, Utilities and Power Plant Operations. The AOC is seeking an Industrial Engineering Technician (Planner Scheduler) to manage the Computerized Maintenance Management System (CMMS) used for planning and scheduling preventative and predictive maintenance and plant machinery and equipment repair for the major infrastructure of the Capitol Power Plant.

DUTIES:

This position is located in the Architect of the Capitol, Utility and Power Plant Operations,Assistant Director, Engineering Division. The plant operates 24 hours per day, 365 days per year. The position is classified as emergency essential.
  • Coordinates construction projects, equipment repairs/replacements, scheduled and unscheduled maintenance activities for CPP systems and equipment. Plans the sequence of work to ensure continual effective operation of all plant activities.
  • Performs analysis of industrial systems and execution of construction, maintenance, repair and inspection of industrial/commercial steam and chilled water systems, equipment and facilities.
  • Develops statements of work to solicit bids from contractors to perform maintenance tasks. Upon award of contracts and commencement of work, serves as a Contracting Officer's Technical Representative (COTR), guiding and evaluating contractor efforts and assessing technical progress in relation to the established schedule and resources allotted. Serves as a technical leader in a specific subject matter area, providing definitive technical guidance to contractors engaged in activities such as developing new test procedures, supporting research and development or in performing technical work required by a contract.
  • Monitors contracts for progress and technical content. Provides engineering technician support services to contractors involved in the construction, operation, maintenance, design, redesign, problem diagnosis, modification, modernization, repair or safety analysis of a variety of process systems, subsystems, equipment and/or controls. Confers with CPP Management, contractors and design engineers to resolve problems or latent conditions that arise. Based on the problem or condition, prepares sketches, drawings and/or specifications as required for defining project scope.
  • Coordinates technical engineering and administrative matters between plant staff and contractors. Reviews contractor plans and layouts prior to start of services. Evaluates proposed construction and service contracts for impact on plant operations and compliance with regulatory requirements. As needed, initiates and coordinates measures to resolve any problems encountered.
  • Improves work force productivity and work quality by anticipating and eliminating unplanned equipment outages through planning and coordination of labor, parts, material and equipment access.
  • Serves as the hub from which all plannable repair and maintenance activity is scheduled and coordinated. Maintains liaison between Operations and Maintenance for planning, scheduling and coordination of all repair or maintenance work performed within the facility.
  • Understands the requirement of the work tasks, describes how each work task will be performed, determines the required trade skills, estimates the number of man-hours required to complete the work task, establishes the work schedules and coordinates the work.
  • Develops work schedules for increasing the efficiency and productivity of service and repairs that are geared toward reducing downtime and eliminating accidents and includes planned and unplanned repairs, deferred and preventive maintenance tasks and ensures compliance with safety procedures and regulations.
  • Responsible for the continued smooth and seamless production of chilled water and steam to Capitol Hill.
  • Responsible for the input and upkeep of the CPP equipment into the AOC Computerized Maintenance and Management System (CMMS). This includes field inspections, data collection, equipment identification, assignment and work task development.
  • Responsible for maintenance of records and files essential to meaningful analysis and reporting of repair and/or maintenance-related activities, including cost and budget data.
  • Must follow all relevant safety rules, regulations and standard operating procedures. Utilize knowledge of and must comply with applicable AOC and OSHA safety rules and regulations to ensure that work progresses in a safe manner. Provides or receives training, either on-the-job or through classroom training, to ensure that all safety practices and equipment are fully utilized. Uses required Personal Protective Equipment (PPE).

Qualifications

You must meet the United States Office of Personnel Management's (OPM) qualification requirements (including specialized experience and/or educational requirements) for the advertised position. Specialized experience is experience that has equipped you with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.

Candidates for the GS-11 grade level must have at least 52 weeks of specialized experience equivalent to the GS-09 grade level in the Federal service.

Specialized experience is defined as having experience in at least 4 of the following: (1) Conducting surveys of existing facilities and ongoing construction activities, valuating design and engineering products; (2) Experience with reading and interpreting construction drawings and specifications; (3) Experience analyzing, interpreting and integrating information/data gathered into a variety of formats such as graphs, tables, databases, and spreadsheets; (4) Experience as effective communicator with the ability to coordinate with internal and external staff at various levels through written and oral means; (5) Experience as effective facilitator with the ability to prepare and convey educational material on various topics in the construction industry; (6) Serving as Contracting Officer Technical Representative (COTR) on assigned construction and consultant contracts.
