Summary
This position is located in the Federal Communications Commission, Enforcement Bureau, Spectrum Enforcement Division (SED), Washington, DC.
Relocation expenses will not be paid.

Responsibilities
In particular, the incumbent will serve as an attorney working on cases involving enforcement of federal laws protecting consumers, including: Conducts legal research, compiles facts and background information searches authorities and precedents on points of law, and prepares or drafts legal documents, reports, and memoranda for use of senior attorneys in the preparation of opinions and decisions, or the handling of quasi-legislative or adjudicative proceedings.
The incumbent works on cases or legal cases, which are of a moderate to complex nature where the factual situation is often complicated and clear precedents are not readily available or apparent.
Incumbent performs very specific functions relative to cases which are moderate to complex. Work is normally performed as part of a team. Incumbent researches various issues related to case or legal problems and drafts the team position for that issue. Incumbent may take depositions on matters related to the case.
Decisions as to legal conclusions based upon the facts and the relevant legal authorities are made in conjunction with the supervisor.
In carrying out his or her duties, the incumbent (1) makes findings of fact based on investigations; (2) prepares charging documents (Notices of Apparent Liability, Citations and Forfeiture Orders) for Commission approval; (3) negotiates settlements with targets of Division investigations where appropriate and; (4) devises and implements policies to advance the Commission's consumer protection objectives.

Specialized Experience: Specialized experience is experience which is in or directly related to the line of work of the position to be filled and which has equipped the applicant with the knowledge, skills, and abilities to successfully perform the duties of the position. Applicants must have a minimum of one year of specialized experience in or equivalent to the next lower grade level in the Federal service.
GS -11 Specialized Experience: Applicants must have professional law experience.
GS -12 Specialized Experience: Applicants must have at least one year of professional law experience and a minimum of one year of specialized experience equivalent to at least the GS-11 in the Federal service. For this position, specialized experience includes the following:
1. Conducting in-depth legal research;
2. Drafting legal documents; and
3. Providing input regarding the resolution of legal issues.
GS -13 Specialized Experience: Applicants must have at least two years of professional law experience and a minimum of one year of specialized experience equivalent to at least the GS-12 in the Federal service. For this position, specialized experience includes the following:
1. conducting in-depth legal research;
2. preparing complex legal documents;
3. developing research strategies for legal issues; and
4. making oral presentations, to communicating research results.
PART-TIME OR UNPAID EXPERIENCE: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
You must meet the minimum basic educational requirements for Attorney positions. Education requirements include: a professional law degree JD, LL.B., and/or LL.M.
