The scope of practice is an executive nature, comprised of complex leadership, medical advisory and administrative components, associated with critical women's health care issues and activities that influence the organizational mission, health care, and policy. The Deputy Director, Women's Comprehensive Health, Women's Health Services (WHS) participates in the leadership of the organization.

Responsibilities

This position is administratively located in VA Central Office (VACO), Washington, DC, reports to the Deputy Chief Consultant for Clinical Operations, and is also a member of the larger Women's Health Services Senior staff.

Focused areas of responsibilities for this position include:
  • Works directly with the Deputy Chief Consultant for Clinical Operations to develop and implement initiatives related to comprehensive health care of women veterans. These initiatives span a wide range of clinical topics.
  • Drafting health policy statements, position papers and policy handbooks relating to a wide variety of women's health topics and issues. Providing medical advisory opinions on topics and issues related to provision of care to women veterans.
  • Assisting in conducting a thorough program assessment to evaluate services available and provided, demographics of the women veteran population, sites where services and provided, and factors that present barriers to services at facilities and CBOCs.
  • Contributing to the design and implementation of strategic program changes to address existing barriers and ensure the highest quality care.
  • The incumbent should be an experienced clinician and subject matter expert in women's health care. Assist with development of communications and educational materials for providers and patients. Experience and skills to present, both in person , and virtually, to national audiences on topics related to women's health care
  • Evaluating points of intervention within healthcare system, which will maximize opportunities for reducing gender-related disparities in clinical care, while enhancing veteran engagement in their health care decisions. Analyze current research and data and assist in the development of data streams to monitor rates of appropriate screening, loss to follow-up, rates of delayed follow-up and diagnoses, differences in disease-specific outcomes, and rates of treatment interventions to allow comparison to best practices and clinical guidelines and comparison to rates in male veterans.
  • Surveying current knowledge and maintain awareness of current research in the areas of gender-specific and gender-neutral disease.
  • Interacting with other offices within the office of Patient Care Services (including medical/surgical services, pharmacy, primary care and mental health), VA/VHA information technology offices, Office of Public Health and Environmental Hazards, as well as other Federal Agencies, legislative representatives, and consumer and veterans groups. Serve as advisor to Deputy Chief Consultant for Clinical Operations on issues related to gender-specific and gender-neutral disease screening and treatment.
  • Under direction of senior leadership, represent WHS in research, medical and legislative arenas. Providing presentations on current and future activities of the Women's Comprehensive Health Program as well as activities of the WHS.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/04/2019.
Basic Requirements:
  • United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
  • Degree of doctor of medicine or an equivalent degree resulting from a course of education in medicine or osteopathic medicine. The degree must have been obtained from one of the schools approved by the Department of Veterans Affairs for the year in which the course of study was completed.
  • Current, full and unrestricted license to practice medicine or surgery in a State, Territory, or Commonwealth of the United States, or in the District of Columbia.
  • Completion of residency training, or its equivalent, approved by the Secretary of Veterans Affairs in an accredited core specialty training program leading to eligibility for board certification. (Internal Medicine or Family Practice preferred)
  • Proficiency in spoken and written English.

Preferred Experience: Internal Medicine or Family Practice Preferred
Familiarity with large public or private health delivery systems, demonstrated expertise in the application of sophisticated knowledge in women's health care, skill as a health care provider and a strong scientific background, as demonstrated through education, Residency training, research and scholarship.

Reference: VA Regulations, specifically VA Handbook 5005, Part II, Appendix G-2 Physician Qualification Standard. This can be found in the local Human Resources Office.

Physical Requirements: Be capable to traveling with overnight stays for a period of up to five (5) days at a time. Travel can be up to 15% of time and must be capable to travel by traditional modes of air and land transportation.

Annual leave shall accrue for full-time physicians at the rate of 26 days per leave year (1 day per pay period).
