Summary

The National Mediation Board - Promoting the flow of interstate commerce in the U.S. Airline and Railroad industries through mediation, representation, and arbitration of labor-management disputes. This position is located in the Office of Arbitration Services which will be responsible for assisting the staff in planning and execution of the portion of the agency's funding that is designated for arbitrators' salaries and expenses.

Responsibilities

  • Serves as case management specialist for the entering of case information in the case management system.
  • The incumbent assists the staff in planning and execution of the portion of the agency?s funding that is designated for arbitrators? salaries and expenses.
  • Assists in the preparation of program planning analysis to include collection, compilation of information necessary to determine fiscal year projections.
  • Responsible for preparing weekly and monthly reports for the Director of Arbitration Services evaluating case information and related financial information. Responsible for all case information for the NMB?s annual report.
  • Responsible for the daily operation of entering all case information in the case management system for the Office of Arbitration Services.
  • This information includes biographical data on all arbitrators admitted to agency?s roster, and NRAB data submitted.
  • When necessary, observes work operations of the NMB and interacts with staff to insure that all data entered is uniform, accurate and complete.
  • Participates in the planning, implementing and coordination of studies and analysis necessary to establish and maintain agency?s customer service standards, and to enhance productivity and efficiency in achieving the agency?s mission.
  • Responsible for all case management on Public Law Boards and Special Boards of Adjustment and the NRAB from docketing to closure, and assures that cases billed are proper before the tribunal, and all NMB codes are correct.
  • Audits all personal service and travel vouchers submitted by arbitrators for payment in the Office of Arbitration Services prior to forwarding to the Office of Administration for payment.
  • Responsible for investigating any improper filings and presenting recommendations to the Director of Arbitration Services.
  • Makes recommendations with respect to automated systems and software utilized in case management and core financial systems.
  • Provides input into the development of specifications to enhance current systems, solution of problems identified, as well as proposals in connection with new operations.
  • Reviews all forms and requests from arbitrators for work and travel and makes the initial determination as to whether the requests are proper and in compliance with the NMB?s administrative rules and requirements.
  • Individual interacts with the arbitrators to resolve any improper requests. Oral and written skills are required for this duty.
  • Communicates orally and in writing to accomplish daily activities, as well as in relation to specific assignments.

Qualifications

At the GS-9 Grade level , you must meet one of the following qualifications:

A. One year of specialized experience equivalent to at least the GS-07 level. Specialized experience is that which has equipped the applicant with the competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. Specialized experience for this position includes but is not limited to:
  • using an electronic case management system to enter, update, and maintain case data;
  • knowledge of and understanding of records management laws, regulations, rules, policies and procedures to manage a records program;
OR

B. A master's or equivalent graduate degree; or 2 full years of progressively higher-level graduate education leading to such a degree; or LL.B. or J.D., if related; OR

C. A Combination of education and experience as list above.


Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience.

Telework Suitability:
The duties of this position are suitable for occasional telework and the selectee may be allowed to telework with supervisor approval and if they meet the eligibility criterion in the 2010 Telework Act.
