PURPOSE The Mission in Mozambique seeks the services of MMEMS (Mozambique Monitoring and Evaluation Mechanism and Services) to conduct a country-wide Youth Assessment both to inform the forthcoming Country Development and Cooperation Strategy (CDCS) and provide programmatic recommendations for USAID/Mozambique's specific Technical Offices (Integrated Health Office; Education, Democracy, Human Rights, and Governance; Agriculture, Environment and Business). Assessment results are also intended to provide donors and development practitioners working in Mozambique with information on Mozambican's journey from adolescence to adulthood. Objectives The specific objectives of the assessment are outlined below: Understand the assets, needs, challenges and opportunities of Mozambican youth and identify opportunities where youth can contribute to the development and peace of Mozambique. Identify context relevant models/approaches for implementation of evidence-based, gender-sensitive programming for youth between the ages of 10-29 years by assessing other relevant donor youth programs. Assess and identify lessons learned from USAID/Mozambique's past and current youth programming that can inform the design of future youth programs to better support youths' needs and aspirations. Period of Performance: September 2019 to May 2020 Field work in Mozambique: November 2019 to February 2020 Level of Effort. About 100 days during the period of performance TheTeam Leader should have relevant experience leading and carrying out assessments, evaluations and studies. As the Team Leader, he/she will support the design, oversee implementation, and analysis of the different facets of the youth assessment and will write the report. The Team Leader must ensure that aspects related to gender are considered at all levels. Must speak Portuguese.
