Job Announcement

Under the supervision of the Financial Operations Division Chief, Department of Finance, serves as the financial reporting manager of the Grants Management team. Utilizes technical expertise in implementing federal guidance related to subrecipients to include risk assessments and ongoing compliance monitoring. Provides oversight of compliance reviews of grant programs; assists with identifying areas in which increased grant compliance is needed. Develops policy and conducts outreach to implement grant compliance requirements. Oversees the annual Single Audit of the Schedule of Expenditures of Federal Awards (SEFA) for all federal grants received by the county and its component units conducted by the County's external auditors. Coordinates the proper accounting and reporting of non-tax revenue including incoming electronic payments, reconciliation of state revenue, and payment of funds collected on behalf of others. Supervises professional accounting and paraprofessional staff, including a Grants Compliance Officer (Accountant III), Grants Accountant (Accountant II), Non-Tax Revenue Accountant (Accountant II) and Administrative Assistant II. Serves as lead on special projects. Applies the department's objectives and priorities and plans and carries out assignments in accordance with accounting policies and general guidelines. Ensures the highest level of accuracy, responsiveness and customer service in support of local, state and federal reporting requirements.

Note: The salary offer will not exceed the midpoint (or $105,579.34) of the advertised compensation range.

Illustrative Duties

All Functional Areas:
  • Provides technical guidance to departments, and assists in development and review of financial and accounting policies in accordance with GAAP, while complying with applicable statutory requirements and regulatory guidelines;
  • Researches, interprets, and analyzes new accounting pronouncements and standards, and their impact to the county;
  • Oversees countywide implementation of new governmental accounting and reporting standards;
  • Plans, directs, and supervises activities of a professional and/or paraprofessional accounting staff;
  • Provides development programs and training to staff;
  • Participates in ad hoc activities relating to specific governmental accounting issues.
In addition, the Financial Reporting Manager will be responsible for the management and oversight of the duties of one or more of the following sections as outlined:

Financial Operations:
  • Manages the preparation and compilation of the county's annual Single Audit report;
  • Coordinates the proper accounting and reporting of non-tax revenue including incoming electronic payments, reconciliation of state revenue, and payment of funds collected on behalf of others;
  • Oversees the maintenance of customer accounts and monitors accounts receivable write-off process.


Required Knowledge Skills and Abilities

  • Extensive knowledge of current governmental and accounting principles, methods, and practices;
  • Extensive knowledge of regulatory requirements including laws, rules, administrative policies, principles, methods, and practices pertaining to accounting and financial reporting;
  • Ability to plan, direct, and supervise professional and/or paraprofessional accounting staff involved in analysis and review of highly complex, diversified accounting tasks;
  • Ability to analyze, interpret, and implement accounting standards countywide;
  • Ability to compile and evaluate data, draw sound conclusions, and recommend course of action;
  • Ability to conduct financial studies and prepare complex financial reports;
  • Ability to communicate effectively, both orally and in writing;
  • Ability to develop and maintain effective working relationships with subordinates, co-workers, county officials, public and private sector organizations, customers, and the general public.


Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to the following: graduation from an accredited four-year college or university with a bachelor's degree in accounting, business, finance, or a closely related field; PLUS five years of increasingly responsible professional accounting experience and/or accounting/financial operational experience. Two of the five years must include supervisory experience. CPA certification or a master's degree in an appropriate field may be substituted for one year of the required experience.

NECESSARY SPECIAL REQUIREMENTS:
  • Certain positions with financial responsibility within this class may be subject to criminal history record checks and/or credit checks as a condition of employment and periodically thereafter, as determined by the department head.
  • The appointee to this position will be required to complete a criminal background check and a credit history check to the satisfaction of the employer.
  • Appointee for this position must demonstrate financial responsibility in personal finances as a condition of employment.
PREFERRED QUALIFICATIONS:
  • Prior local or federal government grant accounting experience.
  • Knowledge of governmental accounting and financial reporting requirements.
  • Experience interpreting and implementing accounting standards.
  • Experience working with ERP systems and use of advanced MS Office Suite applications.


PHYSICAL REQUIREMENTS:
Job is generally sedentary in nature. Visual acuity is required to read data on a computer monitor. Incumbent must be able to operate keyboard-driven equipment. Must communicate with others. Employee may be required to lift up to 15 pounds. All duties performed with or without reasonable accommodations.
