Responsibilities

Joining the Cybersecurity and Infrastructure Security Agency (CISA) means being part of the team focused on securing the Nation's physical and cyber infrastructure against threats to public health and safety, economy, and national security. Within CISA, the Infrastructure Security Division focuses on protecting critical infrastructure from all hazards by managing risk and enhancing resilience through collaboration with the critical infrastructure community, which includes private sector owners, operators, and employees; State, local, tribal, and territorial officials; and other Federal agencies.

In this position, you will serve as a Community Planner.Typical work assignments include:
  • Executing the Infrastructure Security Division (ISD) national program aimed at enhancing the resilience of regional and community infrastructure.
  • Establishing and maintaining the organization's plan for engaging stakeholders to achieve collective objectives and increasing the resilience of the Nation's critical infrastructure.
  • Developing strategies, based on emerging threats, needs, and gaps to recommend and influence Federal, State, Local, Tribal, Territorial (FSLTT) government officials in the development and improvement of local policies, procedures, and directives related to resilient critical infrastructure design and community planning;
  • Identifying potential points of failure, interdependencies, and possible cascading effects, and develops recommendations for increasing resilience in the face of these risks.
  • Providing leadership and advice to state, regional, and local planners on identifying priorities, establishing resilience objectives, identifying dependencies among infrastructure systems, and, developing cooperative relationships leading to joint technical efforts in planning projects to resolve unusually complex issues.

Qualifications

You qualify for the GS-14 grade level (starting salary $117,191.00) if you meet one of the following basic requirements:

A) Have a bachelor's or higher degree in community planning; or related field such as urban affairs, architecture, landscape architecture, engineering, sociology, geography, economics, political science, or public administration that included at least 12 semester hours in the planning process, socioeconomic and physical elements of planning, urban and regional economic analysis, and development finance.

--OR--
B) Have a combination of education and experience courses equivalent to a major in one of the above disciplines, or a combination of related courses totaling at least 24 semester hours in any combination of the above disciplines of which at least 12 semester hours were in the planning process, and socioeconomic and physical elements of planning, plus appropriate experience or additional education.

In addition to the above basic requirement you must possess one year of specialized experience at the GS-13 grade level performing the following duties:
  • Providing guidance on projects to develop resilience plans involving critical infrastructure.
  • Collaborating with internal and external stakeholders to execute infrastructure and community plans.
  • Maintaining partnerships to enhance resilience measures and programs at the Federal, State, Local, Tribal, Territorial (FSLTT) level; and
  • Work with organizational stakeholders to implement strategies for assisting owners/operators in establishing procedures to restore capabilities following an incident.

  • National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

    Current or Former Political Appointees: The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.

    Time-in-Grade
    Current federal employees must have served 52 weeks at the next lower grade level or equivalent grade band in the federal service. The time-in-grade requirement must be met by closing date of this announcement.
