Summary

This position is part of the National Headquarters Operations Division, Selective Service System. The incumbent will be responsible for researching, analyzing, planning, evaluating and improving the effectiveness of registration, registration compliance, performance management, operations, mobilization, alternative service, workload issues and organizational training.

Responsibilities

As a Program Analyst at the GS-0343-9/11, some of your typical work assignments may include:
  • Serve as an analyst and advisor to management on the evaluation and effectiveness of Selective Service System programs and operations.
  • Research and investigate new or improved business and management practices for the application to agency programs and operations.
  • Analyze and evaluate the effectiveness of line program operations in meeting established strategic and operational goals and objectives.
  • Make recommendations for new/modified developments, priorities and objectives to improve performance in mission-related programs, products and services.
  • Research, investigate, and conduct comprehensive studies relating to the efficiency of registration, registration compliance, operations, mobilization, and federal laws.
Upon successful completion of the training program, Recent Graduates are eligible for non-competitive conversion to a permanent or term appointment within the Selective Service System. To be eligible for conversion to a permanent or term position, Recent Graduates must:
  • Successfully complete at least 1 year of continuous service in addition to meeting all requirements of the Program.
  • Demonstrate successful job performance.
  • Meet the Office of Personnel Management's qualifications for the position to which the Recent Graduate will be converted.

Qualifications

Recent Graduate Program Eligibility: To meet this requirement, you completed, within the previous two years, a qualifying associates, bachelors, masters, professional, doctorate, vocational or technical degree or certificate from a qualifying educational institution. If you are a veteran who was unable to apply within two years of receiving your degree due to military obligation, you have as long as six years after degree completion to apply. If eligible, documentation of your appointment eligibility through transcripts, letters, records or statements issued from the governing body or institution, and veterans' documentation, if applicable, must be submitted with your completed application.

To qualify for the Program Analyst, GS-0343-09 position you must possess the following: At least one year of specialized experience, equivalent in difficulty and complexity to the next lower grade level (GS-07) in the normal line of progression for the occupation in the organization. To be credible, this experience must include developing, scheduling, coordinating, documenting, tracking, and managing projects and resources; identifying, analyzing, and recommending solutions to problems or challenges and using computers and computer applications to analyze and communicate information. This experience must have equipped you with the particular qualifications to perform successfully the duties of the position, and must typically be in or related to the position to be filled.
OR
Possess a master's degree or equivalent graduate degree OR 2 full years of progressively higher level graduate education leading to a master's degree or equivalent graduate degree.
OR
Have a combination of education and experience that when combined fully meet the minimum qualifications of this position. The total percentage meets at least 100% to qualify for this grade level.

To qualify for the Program Analyst, GS-0343-11 position you must possess the following: At least one year of specialized experience, equivalent in difficulty and complexity to the next lower grade level (GS-09) in the normal line of progression for the occupation in the organization. To be credible, this experience must include: 1) assisting in the development and coordination of written documents such as concept papers, plans, and policies and procedures manuals; 2) leading and conducting analytical reviews to develop procedure guidelines for the development, evaluation, and testing of related automated management systems. This experience must have equipped the applicant with the particular qualifications to perform successfully the duties of the position, and must typically be in or related to the position to be filled.
OR
Have three full academic years of progressively higher level graduate education, or a Ph.D. or equivalent doctoral degree.
OR
Have a combination of education and experience that when combined fully meet the minimum qualifications of this position, The total percentage meets at least 100% to qualify for this grade level.

Education
