Responsibilities

As a ACCOUNTANT, GS-0510-11/12/13, your typical work assignments may include the following:
  • Serve as the technical expert on financial management and budget matters.
  • Support the development and implementation of complex financial policies, procedures, and accounting plans.
  • Interpret, analyze, and apply guidance, regulations and policies provided by Federal Appropriations Law, Office of Management and Budget (OMB), Treasury, GAO, and other regulatory agencies.
  • Serve as the Contracting Officer's Representative (COR).
  • Serve as the senior accounting advisor to the Director of the Office of Finance and Budget.
  • Maintain and monitor the funding and accounting audit trail.
  • Monitors internal controls over financial reporting and systems, and make recommendations to improve financial operations, system effectiveness, and maintenance of the integrity of financial information.

Qualifications

MINIMUM QUALIFICATION REQUIREMENTS: All applicants must meet the qualification requirements outlined below to be considered minimally qualified for this position. The qualification requirements are in accordance with the OPM Qualification Standards.

ALL QUALIFICATIONS MUST BE MET BY THE CLOSING DATE OF THIS ANNOUNCEMENT.

Basic Requirement:
Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")
OR
Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
  • Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
  • A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
  • Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.


  • SPECIALIZED EXPERIENCE: Applicants must have a minimum of one year of specialized experience at a level of difficulty and responsibility comparable to the next lower grade or comparable pay band in the Federal service or equivalent experience in the private sector.

    You may qualify at the GS-11 level, if you fulfill the following qualification requirement: One year of specialized experience equivalent to the GS-09 grade level in the Federal service or equivalent experience in the private sector that demonstrates professional knowledge and application of theories, concepts, principles and practices of accounting and financial management. Specialized experience must reflect all of the following: 1) Analyze or reconcile financial accounts, transactions or reports; 2) Participate in the evaluation process of contractors ensuring compliance with and performance of the duties of their contract; and 3) Assist in conducting financial reviews, audits or studies making recommendations for the resolution of identified deficiencies.

    You may qualify at the GS-12 level, if you fulfill the following qualification requirement: One year of specialized experience equivalent to the GS-11 grade level in the Federal service or equivalent experience in the private sector that demonstrates professional knowledge and advanced application of theories, concepts, principles and practices of accounting, financial management, and auditing. Contracting Officer's Representative (COR) experience is required. Specialized experience must reflect all of the following: 1) Assist in the design and development of financial system examination thru the analysis of financial system practices and procedures; 2) Assist with the administration or termination and close out of contracts; 3) Provide overall financial accounting advice; and 4) Conduct general ledger analysis and reconciliation.

    You may qualify at the GS-13 level, if you fulfill the following qualification requirement: One year of specialized experience equivalent to the GS-12 grade level in the Federal service or equivalent experience in the private sector that demonstrates professional knowledge and mastery application of theories, concepts, principles and practices of accounting, financial management, and auditing. Contracting Officer's Representative (COR) experience is required. Specialized experience must reflect all of the following: 1) Conduct reviews and selective internal examinations financial systems and the procedures used to input data into the systems ensuring they meet regulatory requirements and provide audit trails and internal controls; 2) Administration or termination and close out of contracts; 3) Expert advice and consulting to program officials, accountants, financial analysts, and other specialists on the interpretation of accounting and financial regulations; and 4) Lead feasibility studies of accounting processes and reports to identify those which can be improved and implement internal controls to ensure operational efficiency and effectiveness.

    This position requires Federal Acquisition Certification-Contracting Officer's Representative (FAC-COR) Level II certification. The incumbent must be able to obtain Federal Acquisition Certification-Contracting Officer's Representative (FAC-COR) Level II within 24 months of employment. Failure to obtain and maintain Federal Acquisition Certification-Contracting Officer's Representative (FAC-COR) Level II certification will result in a termination as this is a requirement for the position.

    Experience refers to paid and unpaid experience, including volunteer work done through National Service program (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
