Responsibilities

As a Health Scientist Administrator with CQuIPS the incumbent will be knowledgeable about different sources of patient safety data and will carry out analyses of data to support the development and conduct of AHRQ projects. The incumbent will also interpret patient safety organization program requirements; formulate policies, methods and procedures, particularly for accepting, un-identified and masked large data sets; and monitor, review, evaluate and assesse the integrity and quality of program operations.

Specifically, you will:
  • Develop, implement, and administer procedures for managing the Patient Safety Organizations Privacy Protection Center (PSOPPC) and develop and implementing the Network of Patient Safety Databases (NPSD).
  • Participate in stimulating and developing extramural research activities through the development of grants, contracts, cooperative agreements, and other mutually beneficial mechanisms, performing a wide range of intramural research projects, working with databases and the information derived from them.
  • Lead key activities that contribute to the Agency's effort to maintain and expand leadership in the area of patient safety, specifically patient safety organizations, and health care quality - especially patient safety measurement.
  • Assist with the planning and development of research strategies and programs, and ensure gaps in research are identified and, when appropriate, integrated in CQuIPS PSO and/or AHRQ work.
  • Prepare position papers, reports, and oral presentations that summarize significant developments in patient safety organizations, especially as they relate to key strategies and practices to improve patient safety

To qualify for this position, you much have:

You must have a Bachelor's or graduate degree with major study in an academic field related to the medical field, health sciences or allied sciences appropriate to the work of the position being advertised. This degree must be from an educational program from an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained. You must provide a copy of your unofficial transcripts that reflect your final degree has been earned/conferred by the closing date of this announcement.

EXPERIENCE REQUIREMENT:


In addition to meeting the education requirement, to qualify for this GS-13 Health Scientist Administrator position, your resume must clearly demonstrate that you have one full year of specialized experience comparable in difficulty and responsibility to at least the GS-12 level in the federal service. Examples of qualifying experience include the following types of tasks performed on a regular and recurring basis: Analyze different sources of patient safety event data to support development of products to facilitate shared learning of best practices to prevent harm in the delivery of health care; and formulate and implement policies, methods, and procedures for accepting, de-identifying, aggregating, and masking large data sets containing patient safety event data.

Experience refers to paid and unpaid experience, including volunteer work done through National Service Programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.

Current status candidates must meet Time-in-Grade (TIG) by the closing date of this announcement. To allow us to verify that you meet TIG requirements, provide any of the following SF-50s:
  • Competitive or Career-ladder promotion to your highest grade (this does not include 120 day temporary promotions)
  • With-In-Grade (WGI) increase at your highest grade (this does not include quality step increases (QSIs)
  • Competitive career/career-conditional appointment to your highest grade.
  • SF-50 at your highest grade held, that is at least one year older than the announcement closing date of 09/20/2019.
Current year pay adjustments are not acceptable for verifying TIG (ex. 2019 general increases cannot be used to verify TIG).
