Your Team

The CAO's Office of House Information Resources provides a wide range of technology services and support for the House. HIR employs several hundred people with a variety of skills including coding, design, telecommunications, emergency response, and online security. The responsibilities of the engineers, designers, coders, and project managers are vast, encompassing the security of the data on the House network, designing and supporting hundreds of House websites, and designing enterprise applications focused on efficiency and security, approving secure cloud applications, and managing contractors and vendors who provide information systems to the House. The Identity Governance & Administration team, within HIR, owns the responsibility of streamline the House's current Identity and Access Management processes, which currently include the use of multiple identity management applications. Identity and Access Management (IAM) relates to how offices receive, update, and/or exchange identity-related information and use it to manage access to various House resources such as the House network, financial systems, and privileged accounts. Improving and streamlining the House's IAM is critical to enhancing cyber-security, securing personal information, and improving the efficiency of House business processes.

The incumbent is responsible for executing, coordinating, and assisting with IG&A activities across the House environment, including with teams responsible for applications, servers, network, mobility, messaging, security, cloud solutions, and technology support. The Systems Engineer will report directly to the Engineering Team Lead for Identity Governance & Administration. Qualified candidates should exhibit a passion for learning and solving technological challenges and the desire to apply modern technical solutions to the diverse legislative, constituent, and oversight responsibilities of Congress.

While no two days on the Hill are the same, in this role you will be trusted with:

• Managing Active Directory for the entire House enterprise, ADFS, Microsoft O365 administration, NetIQ's Directory and Resource Administrator (DRA), multi-factor authentication, and integration with other House and third-party applications, including cloud solutions.

o Serving as a key technical resource and advisor to management on all technical issues related to the sustainment of various platforms supporting applications, especially as related to identity and authentication. The incumbent produces technical solutions to complex problems and provides technical guidance to colleagues, assisting them with successfully completing assigned projects.

o Owning responsibility for enterprise authentication, identity access management applications, and related systems.

• Installing, maintaining, patching, configuring, monitoring and supporting all system software components on the applicable server platform.

o Planning and recommending changes to the configuration and capacity/performance.

o Preparing long and short-range plans for systems maintenance, production activities, and for necessary support resources.

• Regularly communicating the status of assigned programs, activities, and projects to HIR and Business Unit management as requested.
• Assisting with providing a consistent, secure, and reliable program for identity management that improves business processes and productivity, better manages and protects identity data, and enables strong security for the overall House environment.
• Understanding, promoting, and adhering to change management policies and procedures. Continuously working to identify and manage risks and issues and developing proactive responses and solutions.
• Developing and maintaining documentation and records to assure accessibility by both internal and external auditors.
• Ensuring programs, systems, and procedures have adequate controls that meet applicable standards, requirements, regulations, such as official House policies and procedures, NIST standards, and other federal regulations. Ensuring security issues are addressed effectively in the House environment. Creating and maintaining system security plans, BCDR procedures, risk acceptance forms, plans of action and milestones, configuration guides, and user guides.
• Setting goals for self and others and organizing people and resources to achieve goals; holds self and others accountable for achieving results; and using metrics to measure outcomes and results.

Who You Are
You're the complete package: A systems engineer with a proven track record of installation, configuration and maintenance of technical applications and systems.

To be considered for the role, you must come equipped with:
• A degree from an accredited college or university and/or demonstrated information technology work experience of at least 3 years.
• Demonstrated competence in a range of technical areas to include installation, configuration and maintenance of technical applications and systems, and participation in projects that include major hardware, software, and systems components. Demonstrated understanding of and experience with systems engineering principles, application development, and technical architecture. Knowledge and experience with authentication, including Microsoft Active Directory and LDAP. Knowledge and experience with security concepts, IT service delivery, and customer support.
• A high degree of technical expertise and information technology deployment experience.
• Organizational skills and the ability to absorb and manage large quantities of information in a fast paced, stressful environment. Ability to recognize and deal with politically sensitive issues in both technical and legislative environments. Ability to work independently and effectively with a wide array of offices and individuals at all levels, including communication and interaction with management. Must have the ability to work well with others, take direction, provide feedback, complete work products, adhere to schedules, and meet objectives.
• Written communication skills, with demonstrated ability to produce user friendly, "publication quality" materials and technical documentation. Effective oral communication skills with successful experience collaborating with information systems professionals and non-technical users and operating in a team environment.
• The ability to work additional hours as necessary, provide 24x7 technical support for the House's information technology infrastructure, and travel to alternate locations. Incumbent must be vetted by the Capitol Police and able to secure and maintain Federal Government security clearances as deemed appropriate by management.

Our ideal candidate would preferably also have:
• Familiarity with the legislative or federal government processes and environments.
• Support of large environment enterprise services.
• Experience with NetIQ's Directory and Resource Administrator (DRA).
• Knowledge and experience integrating Active Directory with applications.
• Knowledge and experience with identity governance, identity management, and identity management related applications.
