QUALIFICATIONS: Applicants will be rated in accordance with the OPM Qualification Standard Handbook X-118C for the WG-3600 Family. Although a specific length of time and experience is not required for most blue-collar positions, you must meet any screen-out element listed, and show through experience and training that you possess the quality level of knowledge and skill necessary to perform the duties of the position at the level for which you are applying. Qualification requirements emphasis is on the quality of experience, not necessarily the length of time.
The screen out element for this position is the ability to do the job of Roofer without more than normal supervision.
JOB ELEMENTS: Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of roofing repair and installation methods and techniques.
2. Knowledge of carpentry repair and installation methods and techniques.
3. Knowledge of metal flashing and gutter systems repair and installation methods and techniques.
4. Knowledge of asbestos removal methods and techniques.
5. Knowledge of safety requirements as outlined in applicable safety standards, regulations and technical orders.
6. Knowledge of tool, equipment and materials accounting and security.
7. Ability to clean work area and/or job site upon completion of work.
PHYSICAL EFFORT:
Work requires considerable climbing of ladders and scaffolds, walking, stooping, bending, and working prolonged hours in cramped positions, frequently required to perform heavy lifting up to 100 lbs while carrying rolls of roofing felt, shingles, and asphalt.
WORKING CONDITIONS:
Majority of duties are performed on all type of roofing with different inclines and slopes that presents danger of slipping and falling; exposed to all types of weather in performance of duties; working with roofing material; metal and wood may result in cuts and bruise.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Responsibilities
- Installs and repairs roofing consisting of built-up asphalt and pitch roofs, all types of tile, slate, roll roofing, felt and shingles.
- Remove and replace sections of old and damaged roofing; installs new roofing as required.
- Performs carpentry work which involves measuring, cutting and construction or repairing wood or wood substitute items such as dry wall, sheathing, roof decking and traces.
- Repairs and installs metal flashing and gutter systems on base facilities.
- Removes asbestos on interior and exterior roof, pipes, ceilings, wall, floor and tank.
- Complies with safety rules and procedures and performs work in a manner that enhances the safety of the work area.
- Maintains and controls all hand tools and shop equipment such as scrapers, hammer, portable circular saw and shop table saw.
