Responsibilities

The Chief Information Officer (CIO) is the principal advisor to the Under Secretary and Director of the United States Patent and Trademark Office (USPTO) on the application of information technology (IT) to support and improve the Agency's business processes. The Office of Organizational Policy and Governance (OPG) provides the management and oversight of enterprise Information Technology (IT) strategies, guidance, policies, and agency-wide cybersecurity.

This position is in The Software Quality Assurance Division is responsible for monitoring and executing software development testing standards for OCIO's coding, source code control, code reviews, testing, release management, and product integration within an established software development life cycle.

The computer scientist selected for this position will be responsible for...
  • Creating and executing automated tests for automation test coverage.
  • Participating on a multi-discipline team performing an variety duties related to the design and development of innovative computer science concepts and software development techniques.
  • Designing and developing test automation artifacts for automated testing situations using various tools.
  • Applying computer theories, software testing, algorithms, data structures, test automation, programming concepts and languages, and computer architecture to software development projects.
  • Working with Senior Test automation developers or Senior Computer Scientist in managing an automated test repository or test library.
  • Conducting briefings and training sessions related to computer software or test automation projects.

Qualifications

You must meet the following United States Office of Personnel Management's (OPM) qualification requirements for the advertised position. OPM's prescribed Group Coverage Qualification Standard for Professional and Scientitic Positions can be found at: Qualification Standard . You must meet all qualification requirements including time-in-grade (refer to 5 CFR 300.604 for more information on time-in-grade) by the closing date of the job announcement.

Specialized Experience:is experience that has equipped you with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the federal service.

Candidates for the GS-09 grade level must have at least 52 weeks of specialized experience equivalent to the GS-07 grade level in the Federal service.

To be qualified you must meet the specialized experience for skill sets below:

Skill Set 1 - Experience developing software systems using a variety of techniques, procedures, and processes.

Skill Set 2 - Experience developing integrated computer systems using various computer software concepts.

OR

Bachelor's degree in computer science or bachelor's degree with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus.

In addition to the above requirements you must also have:

1. 2 years of progressively higher level graduate education leading to a master's degree or master's or equivalent graduate degree; OR

2. 1 year of specialized experience equivalent to the GS-07 level.

Candidates for the GS-11 grade level must have at least 52 weeks of specialized experience equivalent to the GS-09 grade level in the Federal service.

To be qualified you must meet the specialized experience for skill sets below:

Skill Set 2 - Experience developing integrated computer systems using various computer software concepts.

Skill Set 3 - Experience developing systems and functions that automate the interaction between the system and operator.

OR

Bachelor's degree in computer science or bachelor's degree with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus.

In addition to the above requirements you must also have:

3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree; OR
1 year of specialized experience equivalent to the GS-09 level; OR
A combination of education and experience.
