Responsibilities

This position is a mission critical occupation for SAMHSA. This position is involved in the analysis of system and/or security requirements, the development and implementation of mission critical applications for the agency's Information Technology operations.

As an Information Technology Specialist (Data Management), you will be responsible for installing, configuring, designing and maintenance of major Information Technology (IT) Database management systems.

Specifically, you will:
  • Administer, develop, and implement advanced database management systems.
  • Develop database system proposals and coordinates and oversee the efforts necessary to translate business requirements into effective IT data system solutions.
  • Monitor and optimize data base performance and tuning of database operations.
  • Develop data dictionaries, data models, metadata repositories and other management tools.
  • Determine the level of data base documentation required for programs and systems.
  • Perform a wide range of database administration functions, including running test queries, troubleshooting database problems, maintaining version control of database entities, advising customers on new database features, and leading studies to evaluate the effectiveness of current database methods and procedures.
  • Develop, code, test, and maintain database programs.
  • Comprehend and translate cyber-security related requirements (e.g. Federal Mandates, FISMA, NIST etc.) of the database management systems.

THESE QUALIFICATION REQUIREMENTS MUST BE MET BY THE CLOSING DATE: 09/26/2019

Basic Requirement: To qualify, you must have IT-related experience demonstrating each of the four competencies listed here:
    Attention to Detail - Is thorough when performing work and conscientious about attending to detail; Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provides information or assistance, resolves their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services; Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately; and Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

In addition to meeting the four IT related competencies listed above, in order to qualify for this GS-13 Information Technology Specialist (Data Management) position, your resume must clearly demonstrate that you have one full year of specialized experience comparable in difficulty and responsibility to at least the GS-12 level in the federal service. Examples of qualifying experience include the following types of tasks performed on a regular and recurring basis: Utilizing database engine and technologies as well as database management systems (e.g., Amazon Web Services, GovCloud, Oracle/Microsoft); Performing database design, development and implementation; Providing technical oversight, planning, design, development, and implementation of new and improved database management systems; Implementing and maintaining security controls and backup and disaster recovery strategies for databases.

Experience refers to paid and unpaid experience, including volunteer work done through National Service Programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.

Current status candidates must meet Time-in-Grade (TIG) by the closing date of this announcement. To allow us to verify that you meet TIG requirements, provide any of the following SF-50s:
  • Competitive or Career-ladder promotion to your highest grade (this does not include 120 day temporary promotions)
  • With-In-Grade (WGI) increase at your highest grade (this does not include quality step increases (QSIs)
  • Competitive career/career-conditional appointment to your highest grade.
  • SF-50 at your highest grade held, that is at least one year older than the announcement closing date of 09/26/2019.

Current year pay adjustments are not acceptable for verifying TIG (ex. 2019 general increases cannot be used to verify TIG).
