The Systems Analyst will provide ongoing services to the Office of Information Technology, including the following:
  • Coordinates the development of monitoring of a set of Corporation metrics, which will support executive and Board decision-making.
  • Assists in the development of Corporation-wide strategies, policies and priorities for information systems management.
  • Leads/serves on multidisciplinary task forces which facilitate the design and development of a system which fully integrates information systems with the program needs of the Corporation.
  • Works on annual performance and accountability reports.
  • Reviews selected program's budget execution processes and procedures; tracking/documenting procedures financial transactions; identifying people and/or offices responsible for executing each step of the financial process and analyzing the appropriateness and effectiveness of the process. Assessing communications (i.e., understanding of policies and procedures) among staff responsible for program management and budget execution (Executive Office).
  • Maintains standard reports on Corporation program and grants data.
  • Forecasts information needs and ensures data can be retrieved effectively.
  • Works with Corporation staff to design and implement effective reporting structures.
  • Reviews and proposes improvements to Corporation information and data collection systems to ensure CNCS has data it needs to manage programs effectively and reporting structures that meet its needs.
  • Coordinates information retrieval across CNCS programs.
  • Provides technical expertise, report development and training on reporting capabilities to Corporation staff.
Other duties and responsibilities:

The Systems Analyst will serve as a member of the Budget Office Team and will work on projects as assigned by the Budget Directors, including but not limited to the following:
  • Respond to data calls and other requests for information coming from OMB, the Congressional appropriators, Congressional Research Service, etc.
  • Leads/serves on multidisciplinary task force efforts as they relate to the integration of the programmatic and financial systems.
  • Prepares external reports as needed.

Applicants must have one year of specialized experience comparable in scope and responsibility to at least the upper range of the NY-02 pay band, which would be at or equivalent to the GS-11 level in the Federal Service. Specialized experience is that which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience includes: Participating in the planning, analysis, development, implementation, maintenance and operation of all database and financial systems for the Corporation. The employee in this position serves as a senior member of the Systems Development team and assists the Chief Information Officer in carrying out the activities required in support of the agencies database and financial systems needs.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills can provide valuable training and experience that translates directly to paid employment. You will receive credit for qualifying experience, including volunteer experience.
