Responsibilities

As a Communications Specialist, you will:

  • Develops and implements national strategic communications and outreach programs to build awareness and recognition of the organization's programs.
  • Establishes and develops effective relationships with media representatives and public affairs personnel of specialized groups which currently give little or no coverage-to organization programs.
  • Implements and evaluates various communication and marketing techniques to achieve optimal program results and promotes positive outreach outcomes.
  • Plans and implements communications activities for science lecture series, awards ceremonies, exhibit and open house participation, and other special projects

Qualifications

SPECIALIZED EXPERIENCE REQUIREMENTS:

GS-09:

Master's or equivalent graduate degree or two full years progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related to the work of this position as described in the vacancy announcement.

OR

You may have a combination of specialized experience and graduate education beyond the first year of graduate study that together meets the requirements for this position.

OR

A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level GS07 in the Federal service.

Specialized experience for this position at the GS-09 is defined as:

Participating with a team, implementing national strategic communications and outreach programs to build awareness and recognition of organization's programs; utilizing contemporary computer technologies and web-based applications, techniques and tools to disseminate information, and communications on programs and activities; and participating in a work group that writes information materials designed to reach audiences through the appropriate communication channels such as fact sheets, brochures, background materials, etc.

GS-11:

PhD. or equivalent doctoral degree or three full years of progressively higher level graduate education leading to such a degree or LL.M., if related to the work of this position as described in the vacancy announcement.

OR

You may have a combination of specialized experience and graduate education beyond the first two years of graduate study that together meet the requirements for this position.

OR

Organizing, and implementing, communication and outreach initiatives to promote the mission specific goals and objectives of an organization; evaluating, and implementing various science communication and outreach techniques to achieve optimal program results and promote better understanding of an organizations science mission; and utilizes contemporary computer technologies and web-based applications, techniques and tools to disseminate information, and communications on programs and activities, i.e. social media

GS-12

Specialized experience for this position at the GS-12 is defined as:

Developing and writing informative materials designed to reach national audiences through the news media and/or other appropriate communication channels such as press releases, talking points, bios, fact sheets, brochures, video scripts, background materials, opinion editorials, articles, etc; planning and executing campaigns to convey complex information concerning science programs and research on program-related areas and activities; developing content for the organizations internet homepage that will motivate users to regularly access the website and utilize it as a source of information; and preparing and editing organizational publications for internal and external audiences, including newsletters, fact sheets, and brochures, etc.

  • Knowledge and skill to effectively communicate in writing including developing news releases, brochures, feature stories, background statements, fact sheets, radio and television spots, and scripts that effectively transmit information about complex programs, activities, and functions.
  • Knowledge of scientific processes and basic scientific principles sufficient to translate technical research findings into plain English.

    How You Will Be Evaluated

    You will be evaluated for this job based on how well you meet the qualifications above.

    The Department of Energy uses an application tracking system to evaluate the responses you provide in the applicant assessment questionnaire to place you into an initial quality category via OPM's Category Rating procedures. Then, the HR Office and/or Subject Matter Expert (SME) will conduct a quality review of your application and supporting documentation to ensure you have been placed into the appropriate quality category.

    Your application is rated based on the extent and quality of your experience, education (when applicable), and training as described in your resume and applicant assessment. Your credentials are measured against the established duties of the position at the grade level(s) being advertised.

    The quality categories are usually defined as "Best Qualified", "Well Qualified", and "Qualified", although they may differ slightly based on individual agency policy.
