Major Duties and Responsibilities

A. Analysis and advice on technical matters

The incumbent serves as an advisor to the Division Director and the Deputy Division Director on technical matters, and conducts research, analysis and special projects.

B. Publication Review

The incumbent reviews NCSES publications for technical, analytical, and overall quality, coordinating with the Division Director and Deputy Division Director as appropriate. This responsibility covers the breadth of NCSES publications, including data tables, lnfoBriefs, methodology reports, survey descriptions, working papers, and any other publications.

C. Response to Requests for Information

The incumbent designs and prepares responses to requests for information requiring authoritative knowledge of subject matter, methodological, economic, social scientific, or statistical principles related to areas of responsibility in order to respond to questions from top management in NSF or other organizations; handles questions for which there may be little or no prior empirical or analytical work; and coordinates with staff throughout NCSES in formulating these responses

D. Outreach to and Expansion of NCSES Customers, Partners and Data Users

The incumbent has responsibility for several activities that increase the visibility, relevance and usefulness of NCSES products within NSF; the academic community; the media; the science and engineering enterprise; federal, state and local government; and the general public. The focus of this activity is on uses that range from information gathering from regularly published NCSES products to those requiring advanced mathematical, economic, social scientific, statistical or analytic skills on the part of the user.

The incumbent has wide latitude in the choice of the appropriate techniques to use in order to accomplish the task of identifying and meeting both internal and external client needs.

E. Representation

The incumbent represents NCSES and NSF in areas of assigned responsibilities at professional meetings, conferences, and visits to industrial, academic, Federal, or nonprofit organizations; and maintains liaisons with relevant foreign and domestic organizations. These activities are essential to sustain and keep up to date the substantive knowledge of the science and engineering enterprise, as well as social scientific, economic, statistical, methodological and analytical skills required to produce reports, publications, and responses to inquiries in areas in which little or no previous work has been done. The incumbent also represents NCSES in relating to other Divisions within SBE and other Directorates at NSF for the purpose of identifying client needs.

F. Maintains Technical and Subject Matter Knowledge

The incumbent maintains authoritative scientific knowledge of state-of-the-art survey, mathematical, economic, statistical, and social science methods relevant to assigned tasks through reading, meetings with federal and nonfederal researchers and analysts, and participation in professional meetings. The incumbent is expected to be an expert in technical areas related to their area of social science. This may include analytical statistics, econometric methods, economic methods, survey research methodology, instrument development, and data confidentiality. The incumbent should also have an understanding of NCSES subject areas including higher education, the workforce, innovation and research and development.

G. Program Planning and Development

The incumbent is responsible for initiating and implementing policies and procedures for NCSES within the analytic, survey methods, and research areas in his or her areas of responsibility. Work is coordinated, as appropriate, with the Division's Chief Statistician, Division Director, Deputy Division Director, NCSES Program Directors, and work groups established to examine issues related to the basic functions of this position.

Candidates must have a Ph.D. in a Social Science, plus after award of the Ph.D., six or more years of successful research, research administration, and/or managerial experience pertinent to the position; OR a Master's degree in a Social Science, plus after award of the degree, eight or more years of successful research, research administration, and/or managerial experience pertinent to the position.

This position is outside the competitive civil service.
