Summary

The Defense Civilian Personnel Advisory Service (DCPAS) mission is to be the enterprise leader in the development and delivery of civilian personnel policies and HR solutions that strengthen mission readiness. DCPAS is responsible for developing and delivering civilian personnel policies and human resources solutions to strengthen the Department of Defense (DoD) civilian workforce's mission readiness and enhance all aspects of the total civilian lifecycle.

Responsibilities

As a SUPERVISORY LEADERSHIP DEVELOPMENT SPECIALIST at the GS-0301-15 some of your typical work assignments may include:
  • Serving as Director Talent Development Directorate (TDD), reporting to the Deputy Director, Defense Civilian Personnel Advisory Service (DCPAS).
  • Leading the Directorate, both directly and through subordinate Associate Directors, in the design, development, management, and evaluation of leader development policies, programs, systems and tools with DoD-wide impact.
  • Analyzing and advising senior DoD leadership on the effectiveness of DoD civilian workforce development programs and operations.
  • Assessing the productivity and efficiency of the management of such DoD programs and formulating recommendations for enhancement of efficiency, effectiveness and return on investment.
  • Overseeing the management of such DoD-wide programs/initiatives as: the DoD Civilian Leader Development Framework, Defense Senior Leader Development Program, Defense Leadership and Management Program, Executive Leadership Development Program, and Civilian Education and Professional Development.
  • Representing DCPAS or DoD position at various forums, both within and outside DoD.
  • Serving as a technical authority throughout DoD on the application of employee and leader development concepts and principles to human capital strategic planning and succession management.

Qualifications

You may qualify at the GS-15, if you fulfill the following qualifications:

A. One year of specialized experience equivalent to the GS-14 grade level in the Federal service:
  • Management experience with major talent management programs
  • Talent management policy development
  • Leading and managing talent program teams
  • Talent management program budget experience
  • Collaboration and exchange with other components and federal agencies related to talent management programs.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Substitution of education may not be used in lieu of specialized experience for this grade level.
