Serves as Chief of Staff to the Executive Director and the Deputy Executive Director, directing the activities of subordinate staff, while providing technical oversight and advice to other positions throughout Aircraft Certification Service (AIR).

Responsibilities

The Chief of Staff serves as liaison between offices internal and external AIR and works collaboratively with AIR's Divisions & Branches in developing solutions to a variety of complex aviation problems, including regulatory, policy, and customer service issues. Serves as an integral part of AIR Management Team, ensuring organizational goals are achieved through well-coordinated, team-oriented efforts that fully utilize the programmatic and analytical expertise of team members. Employs a wide range of methods for the assessment and improvement of complex programs, processes and systems.

The incumbent brings diverse viewpoints together, effectively acquiring support for decisions and actions, and anticipates and resolves conflicts. Develops innovative plans and solutions to assure quality and timely work products. Ensures the final product meets the needs and expectations of the Service, and that the Executive Director and Deputy Executive Directors are cognizant of and in agreement with the findings and recommendations.

Specific duties include:
Executive Director Support: Serves as a back-up and a principal advisor to the Executive Director and Deputy Executive Directors. Exercises decision rights delegated by the Executive Director. Supports the Executive Director and the Deputy Executive Directors to establish, maintain, and execute overall strategic vision and manage change across the division. Assures expert technical advice to the Executive Director and the Deputy Executive Directors on application of the Federal Aviation Regulations (FARs) and current policies related to the certification and continued operational safety of aviation products, parts and appliances.

Stakeholder Collaboration: Establishes and maintains effective communications and assures a high level of service to all organizational elements of AIR as well as other offices throughout the agency. Partners directly with AIR senior leadership, other AVS services/offices, the aviation industry, and other civil aviation authorities to develop plans and processes that meet the needs of a wide spectrum of stakeholders. Represents the FAA at aviation events, industry conferences, and other civil aviation authority meetings on a variety of technical areas and concerns.

Direct Report Supervision: Monitors and evaluates performance. Executes personnel actions and/or corrective/disciplinary actions. Works to prepare employees for future opportunities across the division, with focus on continuity of operations and long term organizational success. Coaches, mentors, and develops employees to perform current work and support career progression for the future. Ensures employees have necessary skills to accomplish their assigned tasks.

Operations Monitoring: Assigns, communicates, and clarifies context for tasks and responsibilities. Oversees daily operations to ensure timeliness, effectiveness, efficiency, productivity, and compliance with policy in attaining organizational goals. Facilitates coordination and effective communication across FAA organizations, the aviation industry, other civil aviation authorities, and union representatives to accomplish work.

Qualifications

To qualify for this position, you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-J, FG/GS-14 in the Federal Service. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position. Specialized experience is described as : Experience providing aircraft certification advice to a wide range of personnel, based on knowledge of organization, programs, and mission goals, objectives, and entities to include liaison with multiple stakeholders.

In addition to the minimum qualifications, the following has been determined to be a selective factor for this position. This means possession of this criterion is part of the minimum qualifications and is essential to perform the duties and responsibilities of this position.   • SELECTIVE PLACEMENT FACTOR: Skill in overseeing projects using a wide range of methods for the assessment and improvement of complex programs processes and systems, to include planning, organizing and competing analytical studies, involving the substance of key mission critical programs.
