Summary

This is a non-bargaining unit position.
This is not a (drug) testing designated position (TDP).

This position is located in the Small Business Administration, Government Contract Business Development - HQ in Washington, DC. You will be responsible for ensuring that eligible woman and veteran owned small business concerns are afforded maximum practicable opportunities to participate in the Federal Marketplace.

Responsibilities

Serves as subject matter expert on the applicable statutes, regulations, directives, policies an standard operating procedures governing the women-owned/economically disadvantaged women-owned small business (WOSB/EDWOSB) and service-disabled veteran-owned small business (SDVOSB) contracting program.

Develops, formulates and implements plans, standard operating procedures, policies and directives to ensure the effective and efficient execution of program mission and the attainment of program objectives.

Conducts research, analysis and overall programmatic reviews to identify necessary improvements to strengthen the program.

On an appellate basis, reviews and analyzes all required documentation for applications, re-certifications and program exams for the WOSB, EDWOSB and SDVOSB to determine program eligibility.

Identifies, develops and plans training for targeting programmatic personnel, third party certifiers, WOSB/EDWOSB and SDVOSB concerns and federal procurement personnel in the requirements and benefits of the program.

Qualifications

GS-14: One year of specialized experience, equivalent to the GS-13 grade level in the Federal service, obtained in either the private or public sector: administering and delivering business development and/or SBA contracting set-aside programs such as Historically Under Utilized Business Zone (HUBZone), Service Disabled Veteran Owned Business (SDVOSB), Women Owned Small Business/Economically Disadvantaged Women Owned Small Business (WOSB/EDWOSB), 8(a) or Mentor Protege Programs (MPPs); marketing, inter-agency liaison/oversight of the program; reviewing and analyzing initial program eligibility reviews on existing program participants; and performing business processes and operations related to such reviews.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g. Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

TIME-IN-GRADE: If you are a current career or career-conditional federal employee applying for promotion under Merit Promotion you must have completed a minimum of 52 weeks in positions at the next level lower than the position being filled
