THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION.

This National Guard position is for a Financial Management Specialist (Indefinite) (Title 32), Position Description Number D2184P01 and is part of the VA 192 FW PAS, National Guard.

Responsibilities

As a Financial Management Specialist (Title 32) (Indefinite), GS-0501-11, you will perform the following duties:

1. Executes assigned duties in compliance with OMB Circular A-123 (OMB 123) and FM FIAR Guidance. Responsible for ensuring compliance with established FM FIAR Methodology which provides a step-by-step approach to achieving improved financial information and audit readiness.

2. Develops management plans that document business and financial environment, defines and prioritizes processes into assessable units, assesses risks and tests controls, evaluates supporting documentation, and identifies weaknesses and deficiencies.

3. Performs detailed analyses for the FM FIAR initiative for the assigned ANG Wing. Assembles and/or develops background data, information, and documentation to support required FIAR analysis.

4. Coordinates and issues technical FIAR guidelines and instructions for the inspection of support and systems at the installation level within the comptroller flight. Develops and documents standards for measuring the efficiency and effectiveness of field FM FIAR operations.

5. Develops program initiatives to ensure FM FIAR requirements are met (i.e., perform additional self-tests outside NGB/FM FIAR direction). Analyzes FM FIAR requirements and identifies any data variances to validate internal controls.

6. Provides the Comptroller with guidelines for all program initiatives to ensure financial validity of internal controls for financed and non-financed (i.e., Milstrip Fuels and General Supply audits) programs. Coordinates with subject matter experts (SME) and provides technical advice on future FM FIAR requirements. Responsible for compliance with management and coordination of audit readiness internal controls and supporting documentation evaluation requests for information from higher headquarters within the required suspense dates.

7. Performs follow-up actions on internal self-tests and official audit findings, providing recommendations to findings identified during previous audits. When directed by the comptroller, reports to the Installation Commander, Financial Manager, United States Property & Fiscal Officer and higher headquarters on the status of corrective actions taken by functional areas/accessible units. Performs other duties as assigned within the comptroller flight in support of FIAR compliance.

  • Participation in direct deposit is mandatory.
  • The GS-0501 dual status technicians are not retained in their positions if they fail to complete their positions higher financial management certifications, as determined by the incumbents ranks and the positions GS-grades.
  • Employee is subject to adverse actions, to include change to lower-grade, without pay/grade retention, and/or separation from federal service, if he/she fails to obtain the required FM Certification/education requirements for this position
  • As a basis of continued Title 32 Excepted Service employment/appointment to a GS-0501 position, the technician must complete all Financial Management Program education and training.
  • The technician must meet the DoD directed civilian financial management certifications for the finance position within two years of initial hire date or promotion appointment date.
  • The technician must complete all required FM Certification continuing education and training hours; and, the technician, along with his or her applicable supervisor, must document and manage the technician?s Individual Development Plan.

GROUP I - All qualified Male/Female Enlisted Personnel (E-1/AB - E-5/SSgt), currently employed (permanent) in the Virginia Air National Guard Military Technician Program.
GROUP II - All qualified Virginia Air National Guard Male/Female Enlisted Personnel (E-1/AB - E-5/SSgt), regardless of employment status (Traditional, Military Technician or AGR). To be considered as a Group II applicant, proof of appointment/enlistment in the Virginia National Guard must be attached if the appointment/enlistment occurred within 60 days prior to, or during, the advertisement period.

GENERAL EXPERIENCE : Applicant must have experience, education, or training which provided them with the following skills and abilities:
  • Skilled in collecting and analyzing data effectively, efficiently, and accurately;
  • Ability to clearly enunciate English without impediment of speech that would interfere or prohibit effective communication;
  • Ability to write English in reports and presentation formats;
  • Ability to communicate clearly and effectively;
  • Skilled in presenting formal training presentations and briefings; and,
  • Skilled in applying procedures and directives by reading and interpreting program material.

SPECIALIZED EXPERIENCE : Applicant must have at least 12 months of specialized experience, education, or training equivalent to at least the GS-09 level, or equivalent pay band in other pay systems in the Federal government. This experience may also have been obtained in the private sector, but must demonstrate that it is comparable to the GS grade indicated. This experience must include activities such as:
  • Finance program experiences and competencies that provided knowledge of financial principles and procedures.
  • Experience which provided the applicant with skills in developing management plans that document business and financial environment.
  • Experience which provided the applicant with a working knowledge on planning, coordinating, and performing comprehensive reviews, special studies and selective internal examinations of base level financial management programs.
  • Experience which provided the applicant with skills in researching, developing, modifying, and maintaining qualitative standards used to evaluate and monitor performance indicators
