Summary

This position is located in George Washington Memorial Parkway, in the Division of Lands, Planning and Design.

The incumbent serves as the land use specialist with responsibility for working with adjacent landowners and local governments regarding issues that may affect park resources.

Responsibilities

  • Identify, plan and implement actions which improve management of park boundaries.
  • Seek out encroachments and resource damage on park lands.
  • Interpret boundary and land use information to other employees, management, and public.
  • Organize and maintain park lands records.
  • Examine legal instruments to determine grantor or grantee rights as they relate to covenants or easements.
  • Provide advice and support to organization and regional leadership.
  • Use GIS and other electronic tools to conduct analysis of gee-referenced data.
  • Prepare GIS plans, data dictionaries, resource management plans, and written reports.
  • Train and instruct others in the use of GIS applications.
  • Maintain assigned property including: hardware, peripherals, GPS units, and GIS operating systems.
  • Plan, execute, and supervise field work in remote environments to generate new mapped information.

  • You will be required to operate a government (or private) motor vehicle as part of your official duties; a valid driver's license is required.
  • You may be required to travel overnight away from home up to one nights per month. You must obtain a government charge card for travel purposes.
  • You may be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority.
  • You will be required to complete a Confidential Financial Disclosure Report, OGE-450 on an annual basis.


Qualifications

To qualify for the Community Planner Series (0020), you must posses one of the following basic qualifications by the close of the announcement:

Candidates who do not meet one of these requirement by close of this announcement will receive no further consideration for this position.

EDUCATION: A degree in community planning; or a related field such as urban affairs, architecture, landscape architecture, engineering, sociology, geography, economics, political science, or public administration that included at least 12 semester hours in the planning process, socioeconomic and physical elements of planning, urban and regional economic analysis, and development finance. Note: Applicants with degrees related fields as specified above, who do not have the 12 semester hours of specified course work, must have completed at least 1 year of work experience in community planning acquired under the supervision and guidance of a community planner.

COMBINATION: A combination of college-level courses equivalent to a major in one of the above disciplines, or a combination of related courses totaling at least 24 semester hours in any combination of the above disciplines of which at least 12 semester hours were in the planning process, and socioeconomic and physical elements of planning, plus appropriate experience or additional education.

In addition to the Basic Qualifications above, to qualify for this position at the GS-11 grade level, you must possess one of the following minimum qualifications by close of the announcement:

EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-09 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: evaluating the impacts of planning and development proposals on a park; park planning considering preservation, urban and regional planning, recreation, sociology and economics; leading briefings, making presentations, writing detailed reports, and conducting training. You must include hours per week worked.
OR
Education: possess 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D or equivalent doctoral degree.

Successful completion of a combination of education and experience as described above. You must include transcripts.

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

You must include months, years and hours per week worked to receive credit for your work and/or volunteer experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as "varies".

Education

To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.

If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.

Additional information

Physical Demands: The work is in an office environment and outdoors. Outdoor work involves some physical exertion such as hiking and walking for park inspections, inspections of proposed construction sites, and lands considered for exchanges.

Working Conditions: The majority of the work is performed in an office setting but there is some exposure to outdoor conditions at facilities/projects inspected. Outdoor work may occur in hot, human, or dry weather conditions. Outdoor work may also be required during periods of rain, snow sleet, fog or other adverse weather conditions.

The National Park Service has determined that the duties of this position are suitable for tele-work and the selectee may be allowed to tele-work with supervisor approval.
