Job Summary/Company:

Sparks Group has partnered with a large Government Contractor that has an immediate need for a tenured professional to fill the role of an RFP Subcontracts Manager. You will be responsible for the supervision and care of a large portfolio of various contracts. You will also guide others to meet objectives, acting as a mentor, subject matter expert that resolves or escalates operational and compliance risks.

  • Mitigate risks and resolve issues across a portfolio of programs and/or projects escalating to stakeholders when appropriate
  • Ensure CPSR compliance
  • Attend meetings and training as needed
  • Streamline business processes and data that impacts workflow and accurate metrics
  • Train project team on various subcontract and compliance issues
  • Mentor and provide Career Counseling as needed
  • Assist with identifying companies that offer social and economic-focused service
  • Support pre-award subcontracting activities, including negotiating NDAs and TAs
  • Apply knowledge of contracting types including Time & Materials, Firm Fixed Price, Cost Plus, etc.
  • Prepare RFPs by evaluating subcontractor proposals, developing negotiation strategies, leading negotiations; prepare subcontract documentation to include in-depth cost/price analyses in compliance with CPSR
  • Provide oversight on vendor performance and administer corrective action as needed; modify contracts depending on changing requirements; and perform close-out activities
  • Advise and support PMs and CEs proposal development including Basis of Estimates (BOEs) development
  • Advise and support in the development of SOW source selection criteria and the performance of source selections
  • Make and lead ad-hoc special projects

Qualifications/Background Profile:
  • Bachelor's degree is required
  • Position requires U.S. Citizenship
  • 7+ years of Subcontracting experience in a Federal GovCon environment
  • 2+ years of experience working under a DCMA approved purchasing system
  • 1+ year of supervisory experience
  • CPSR experience required
  • Must be detail-oriented, organized with multiple tasks and projects, and flexible
  • Strong verbal/written communication and interpersonal skills required
  • Proficient in Outlook, Word, Excel, PowerPoint, SharePoint, and Skype
  • Additional experience in program management, contracts, compliance, financial, and/or legal preferred
  • Advanced degree and/or Certifications related to Supply Chain preferred
