Summary

The NASA Headquarters Human Resources Office (HQ HRO) seeks an experienced Strategic Workforce Planner to collaborate with Human Resources Business Partners (HRBP) to deliver integrated business solutions and a multi-year workforce strategy for the HQ population. Responsibilities include the development and implementation of a Strategic Workforce Planning and Analysis process aligned with current and future mission priorities.

Responsibilities

  • Leads strategic workforce planning, analysis, and management for the Headquarters (HQ) population.
  • Implements and manages a data-driven strategic workforce planning and workforce analytics capability that applies innovative methods and business perspective toward supporting critical executive decisions and strategic planning processes.
  • Integrates HQ strategic workforce planning functions with budget planning, programming, budgeting, and execution (PPBE) process, while developing multi-year total workforce strategies in alignment with current and future mission priorities.
  • Leads assessments and metrics to monitor and manage progress, risks, and alignment of a diverse workforce with evolving NASA capabilities and requirements.
  • Collaborates with agency leadership to generate dashboards, analytical reports, and models for calculating and tracking staffing projections and workforce goals.
  • Consults with Human Resources Business Partners to develop briefings, reports, and analytical dashboards.
  • Works closely with and provides requirements to the HQ HRO Workforce Analytics team to develop workforce planning data analytics products (e.g., metrics, reports, dashboards, analyses).
  • In collaboration with HQ's Budget team, understands workforce and budget data, and integration of financial data into workforce planning data analytic products.
  • Proactively consults with senior HQ customers to determine workforce management processes and tools to help workforce management (e.g., staying within budget/FTE constraints, hiring allocations), in a rapidly changing environment.

Qualifications

Applicant must have one year of specialized experience equivalent to the next lower grade (GS-13), which has equipped the applicant with the particular competencies needed to successfully perform the duties of the
position described above.

Specialized experience is defined as experience in the following skill sets:

Skill Set #1 - Experience applying a wide range of qualitative and quantitative methods utilized in strategic workforce planning and analytics projects, including but not limited to statistical modeling and forecasting;

Skill Set #2 - Experience with position management, workforce planning, and budget formulation concepts, strategies and analysis programs; AND

SKill Set #3 - Experience partnering with and presenting complex information to senior executives to understand business context, shape effective deliverables, and support strategic decisions through data analysis.
