Responsibilities

The Management and Program Analyst, located in the Operations Division, Office of Management and Administration, Department of Veterans Affairs (VA) - Office of Inspector General (OIG), serves as a Management and Program Analyst responsible for coordinating and assisting OIG develop/determine VA's most significant management challenges, coordinating and publishing the Semiannual Report to Congress (SAR), assisting in the development and tracking of progress against OIG's Strategic Plan, conducting follow-ups on recommendations to the VA, directing policy issuances and performing management and program analysis.

As a Management and Program Analyst, you will:
  • Coordinate and prepare the SAR for publication, ensuring all required materials are submitted, formatting all submissions accordingly and maintaining documentation supporting all data.
  • Develop and maintain relationships within the VA and OIG to ensure an open flow of information. Work directly with VA and OIG staff at various levels to resolve open recommendations in a timely manner. Write and edit work products for Congress and executive staff concerning sensitive issues.
  • Coordinate, write and edit OIG directives, handbooks, notices, policies, and procedures. Assure they are in compliance with VA and OIG formats and procedures.
  • Provide instruction to employees across the organization on records retention and destruction.
  • Develops and prepares regular reports for management decision-making regarding internal controls of OIG operations.

Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement.

Specialized experience: For the GS-13, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12grade level in the Federal service. Specialized experience for this position includes:
  • Conducting studies and trend analysis to identify causes and recommend solutions; AND
  • Coordinating and providing technical oversight of others; AND
  • Developing program objectives, evaluating methods, and developing solutions to improve overall performance.

In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-13, you must have been at the GS-12level for 52 weeks.

Time After Competitive Appointment: Candidates who are current Federal employees serving on a nontemporary competitive appointment must have served at least three months in that appointment.
