The incumbent serves as the Operations Research Analyst in the Office of the Associate Director for Administration (OADA), United States Marshals Service (USMS). The incumbent provides expert technical guidance and recommendations to implement the agency's strategic plan goals, strategies, and objectives. The incumbent performs data aggregation, analysis, validation, management, and conducting a range of analytical studies of data sets using mathematical models designed for operations research. The goal is to centralize and unify data across the agency to optimize decisions made at the strategic, tactical, and operational levels.

Duties also include but are not limited to the following:
  • Investigating complex data issues, identifying and solving problems by applying experimental, mathematical, statistical, and other scientific technical techniques to advise Chief Data Officer and/or Chief of Data Governance.
  • Formulating, testing, applying, and evaluating mathematical modeling, industrial process analysis, and optimization methodologies to develop and interpret agency- wide performance data to recommend courses of action.
  • Utilizing and/or developing computer programs to resolve a range of technical problems or questions having important operational and research significance.
  • Analyzing large data sets to identify trends and formulate what-if questions that will assist the agency in solving and answering the business questions.
  • Analyzing a variety of data sets using appropriate database software, analytic tools, Extract, Transform, and Load (ETL) tools, and analytical report tools, such as: Microsoft Access database, Microsoft Structured Query Language (SQL) Server, Transact SQL language, Oracle PL/SQL language, Tableau, SAP, etc.
  • Developing innovative approaches for employing data analysis and other advanced techniques in analytics and business intelligence to improve the agency program effectiveness, management processes, and internal systems.
  • Creating and presenting comprehensive reports, dashboards, graphs, charts, and briefings based upon the data collected and analyzed to the Chief of Data Governance and/or internal stakeholders.
  • Exercising originality in conception, design, and conduction of research for a broad technical area.

MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the required basic requirement education and specialized experience for the GS-14 level to which you are applying:

Basic Requirements:
Applicants must have a degree in operations research; or at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics (Please note: at least 3 of the 24 semester hours must have been in calculus). Transcripts must be submitted.


Specialized Experience:
Applicants must have at least one year of specialized experience equivalent to the GS-13 level in the Federal service that included:
  • Communicating statistical concepts, techniques and results to leadership and non-technical audiences;
  • Identifying more efficient and effective methods for accomplishing program objectives by recognizing data opportunities, data sources, and collaboration with other parts of the organization;
  • Creating and presenting comprehensive statistical reports to senior leadership staff based on the data collected, validated and analyzed; and
  • Developing and utilizing computer programs to process, validate and analyze a range of operational data.
