Duties

Summary

Office of Emergency Management, Bureau of Administration, Department of State. Administrative Officer & advisor on administrative management matters pertaining to DOS's department-wide domestic emergency management program. Coordinate a wide range of complex admin. services including budgeting, financial management, procurement, contracting and administrative management.

Responsibilities

  • Developing and interpreting complex administrative policies. Implementing local policies and resolving problems.
  • Exercises responsibility for budget formulation, presentation and execution.
  • Provides expert advise to management and program personnel on budgetary and financial issues.
  • Manages procurement and contracting for the organization.
  • Prepares and reviews purchase orders for supplies and non-expendable property. Exercises authorizations for obligations and expenditures of funds.

Qualifications

NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.

Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.

Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following:
  • Experience in budget formulation and execution for an organization and presenting budget justifications orally and in writing to upper management
  • Experience initiating and preparing contracts to secure resources to facilitate operations for an office or organization
  • Experience interpreting administrative regulations, providing policy development, guidance and direction

There is no substitute of education for specialized experience for the GS-13 position.

Qualified candidates are assigned a score between 70 and 100.
