Summary

This vacancy is for an IT Specialist (Network) position in the Chief Technology Office located at the U.S. Census Bureau Headquarters in Suitland, Maryland. The Census Bureau is accessible from the Metro Rail Green Line - Suitland Station.

Responsibilities

  • Formulates, plans, defines, monitors, manages, implements, supports and evaluates complex research and developmental projects for new systems and custom IT and telecommunications solutions involving leading edge computer technologies.
  • Sets precedents and establishes new standards for network implementation and management, employing innovation, expert knowledge, and the latest in emerging information technology.
  • Conducts research and development, as well as technological evaluations of vendor-supplied hardware and software, and software implementation of unique networking and telecommunications solutions.
  • Evaluates and advances the application and employment of secure certificate and public key infrastructure usage techniques, along with secure data communications and emerging network security protocols and applications.

Qualifications

You must have, and your resume must detail how you meet the specialized experience AND information technology-related experience demonstrating each of the four competencies described below.

Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate.

COMPETENCIES:

2. 3. 4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

Specialized Experience: For the GS-15, you must have one year of experience at a level of difficulty and responsibility equivalent to the GS-14 in the Federal service. Experience for this position includes: developing and supporting complex, secure, and robust network architectures and telecommunications infrastructures; building high performance systems in an atmosphere of rapidly evolving technology and rapidly changing and complex program requirements; researching and resolving complex issues, recognizing and evaluating risks and potential impacts of deploying new technology in a highly diverse and complex network; and designing, testing, and implementing network infrastructures and architectures to support critical and secure production systems (e.g., telecommunications, security systems, high-volume data collection, and dissemination systems).

Education cannot be substituted at this grade level.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

How You Will Be Evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

Your resume, optional cover letter and supporting documentation will be reviewed to determine if you meet the minimum qualifications for the position. If you meet the minimum qualifications stated in the job opportunity announcement, we will compare your resume, optional cover letter and supporting documentation to your responses on the scored occupational questionnaire (True/False, Yes/No, Multiple Choice questions) and place you in one of three pre-defined categories.   • Skill in the many different areas of information processing, application of state-of-the-art technology network architecture approaches and protocols, standards-based security implementations and telecommunications systems design.
  • Knowledge of network engineering standards in order to build, improve, and maintain an IT network and telecommunications infrastructure capable of serving the many varying needs of the Census Bureau program areas, different surveys, censuses, and other products.
  • Skill in supporting and facilitating the development and deployment of large-scale, production-quality systems incorporating a diverse mix of vendor supplied components, available commercial/open source products, and internally-developed systems and software.
  • Knowledge of secure web server configuration for SSL and public/private key encryption; interactive web-based applications; commercial as well as custom database design and implementation; and definition of techniques and standards for secure, high volume and high speed voice, video, and data communications.
