Responsibilities

The Senior Advisor for Operation and Technology position is located in the Office of the Under Secretary of Defense for Intelligence (OUSD(I)), Director for Defense Intelligence (Counterintelligence, Law Enforcement, & Security) (DDI(CL&S)). The Senior Advisor for Operations and Technology, Personnel Vetting Transformation Office (PVTO) reports to the Deputy Director PVTO. The incumbent serves as the chief business process and technological leader responsible for envisioning and planning for process and Information Technology (IT) solutions that will integrate the end-to-end security, suitability, personnel vetting and credentialing process. The incumbent will exercise full responsibility and authority to initiate and implement required programs and projects while tailoring them to meet business transition and reform requirements. Major duties and responsibilities will include but are not limited to the following:
  • Planning and overseeing the direction of technological and business innovation for operational improvements and shared services to enable the Security, Suitability and Credentialing (SSC) Enterprise to ensure the timely acquisition and retention of a trusted workforce across the Federal Government.
  • Overseeing the accomplishment of established goals, priorities, and measures of effectiveness to ensure delivery of security reform through transition and reform.
  • Overseeing, in coordination with OUSD((I)(CL&S)), the reform of business processes and technology for the consolidation of the investigations and adjudications at the Defense Counterintelligence and Security Agency (DCSA). This effort includes the development of a transformation plan with timelines and milestones, establishment of baseline performance metrics, and development of an end-to-end streamlined approach. Identify challenges and obstacles along with recommended solutions.
  • Developing, in coordination with Director PVTO, Deputy Director PVTO, and Senior Advisor for Change Management, future technologies to transform the disparate pieces of today's security, suitability, and personnel vetting process into the end-state integrated industrial and personnel security, suitability, vetting and credentialing organization envisioned in the enabling Executive Order.
  • Leading the assessment of current capabilities in the context of the strategic end-state mission and organizational requirements addressing opportunities for improving overall business through innovative IT solutions by leveraging the most current technology to ensure improved efficacy of the integrated SSC Enterprise.
  • Overseeing the technological aspects of all IT acquisition, operations and maintenance activities within the SSC Enterprise, taking such actions as required to ensure schedules, costs, and performance targets are met.
  • Developing and overseeing the implementation of the strategy for SSC Enterprise information technology and cyber security capabilities to ensure that government-wide security and suitability processing, continuous personnel vetting, and industrial security programs are leveraging technology to ensure mission effectiveness, and leads the development of costed technological innovations for future evolution.

  • You must be able to obtain a Top Secret security clearance and access to Special Compartmented Information (TS/SCI).

NOTE: All Intelligence executive level positions require Joint Duty credit. Only those candidates who meet the Joint Duty Credit requirement will be eligible to compete/be considered for a senior executive position. Employees will receive joint duty credit for almost any rotational assignment to another Intelligence Community (IC) component and may also be eligible to receive credit for service outside the IC (military, other government, or private sector) as long as the assignment was at the Band 3 (GS 11 to GS 13) level or above and it occurred on or after September 11, 2001. An external candidate, if selected, will be required to immediately apply for Joint Duty Credit.

Employees without Joint Duty credit may apply for the position and can be considered. If selected a waiver would be required prior to final appointment. IC seniors without Joint Duty at the same tier level may lateral into the position if selected without requesting a waiver.

Qualifications

To meet the minimum qualification requirements for this position, you must show that you possess the Mandatory Technical Qualifications and other qualifications, if applicable.

MANDATORY TECHNICAL QUALIFICATIONS: All applicants must submit written statements (narrative format) of accomplishments that would satisfy the technical qualifications. You must address each technical qualification separately. You are required to respond to all of the technical qualifications. If you fail to do so, you will be rated as ineligible. Please limit your written statements to no more than two pages per technical qualification.
  • Expert knowledge of and experience in the information technology and systems engineering fields, with an ability to envision, plan for, develop, and deploy advanced information technology capabilities necessary to ensure effective, efficient and secure application of state-of-the art technological support to Security, Suitability and Credentialing (SSC) Enterprise personnel vetting processes.
  • Expert knowledge of and experience with program management of large-scale information technology systems acquisition programs and developing and maintaining strategy and oversight for an entire portfolio of such programs; portfolio management expertise should include prioritization, workforce optimization, architecture integration, and agile development.
  • Knowledge of and experience in resource planning, to include budgeting, cost account management, and developing Program Objective Memoranda (POM).
