Summary

DSIO oversees the statutory and regulatory registration and compliance requirements of swap dealers, major swap participants, futures commission merchants, commodity pool operators, commodity trading advisors, introducing brokers, retail foreign exchange dealers, and other swap and futures market intermediaries to ensure they are financially sound and meet standards for fitness and conduct as set forth in the Commodity Exchange Act ("CEA") and the Commission's regulations.

Responsibilities

At the full performance level of this position, the employee will provide specialized technical and analytical expertise to the Division of Swap Dealer and Intermediary Oversight's (DSIO) management, legal and audit staff in direct support of oversight activity and decision-making on compliance and risk management issues, and coordinate with certain other division stakeholders on relevant program and data management issues of mutual interest. Specific duties of this position include the following:
  • Providing technical risk knowledge and expertise in connection with a wide variety of sources, such as swap, futures and options data, quantitative metrics, periodic risk exposure reports, annual reports and registrant financial reporting in support of DSIO's ongoing assessment of intermediary risk management and compliance.
  • Establishing scalable programs and targeted surveillance systems to identify and quantify potential firm and market risks.
  • Assisting DSIO legal staff development of appropriate registration and compliance standards, procedures and guidance.
  • Utilizing a variety of quantitative and qualitative approaches to evaluate disparate data sources to identify and resolve issues that may exist between the various data feeds employed by the Commission to assess and monitor firm/market activity.
  • Independently developing dashboards, key risk indicators, reports, and presentation materials for internal use and external publication.
  • Representing DSIO to senior staff and executive management within the CFTC and to other Federal agencies; Congressional staffers; senior staff and corporate officials of organizations from the derivatives industry; experts and specialists in the finance field; representatives of international regulators and standards setting organizations; and market participants requesting the division's services.
  • Serving as a liaison within the Commission for technical and analytical matters pertaining to DSIO's efforts to develop, implement, and continuously improve and expand the application of information technology to DSIO's oversight mission.

Qualifications

One year of specialized experience at least equivalent to the next lower grade level in the Federal service is required. Specialized experience is defined as experience acquired in the following areas:

GS/CT-12 level:

One year of specialized experience at least equivalent to the GS/CT-11 grade level in the Federal service, or equivalent performing financial risk and data analyst activities such as: (1) evaluating financial and industry data and its effects on swap dealers, futures commission merchants and/or other market participants in the financial industry; (2) applying qualitative and quantitative data and risk analysis techniques and methods to assess regulatory compliance and/or to identify risk and potential impacts on financial industry entities and related markets; (3) applying methodologies and related IT and software analytical tools to review and, validate financial industry data to assess compliance, risk management or related issues.

GS/CT-13 level:

One year of specialized experience at least equivalent to the GS/CT-12 grade level in the Federal service, or equivalent performing financial risk and data analyst activities such as: (1) evaluating financial and industry data and its effects on swap dealers, futures commission merchants and/or other market participants in the financial industry; (2) applying qualitative and quantitative data and risk analysis techniques and methods to assess regulatory compliance and/or to identify/mitigate risk and potential impacts on financial industry entities and related markets; (3) applying proven methodologies and related IT and software analytical tools to review, validate, and manage large amounts of financial industry data to assess compliance, risk management or related issues.

GS/CT-14 level:

One year of specialized experience equivalent to the CT/GS-13. Specialized experience must include experience gained at a senior-level serving as a lead or manager in identifying, measuring and monitoring current and potential exposure to market risk of futures, options on futures and/or swap positions including the use of quantitative techniques such as back testing or stress testing, or developing or analyzing mathematical models to quantitatively assess model performance and recommend changes for model improvements.

QUALITY RANKING FACTORS: (Applicants must meet the following quality ranking factors)
  • Knowledge of over-the-counter derivatives markets, exchange traded derivatives markets, and/or capital markets, including the financial, risk management, and trading operations and practices of markets/market participants.
  • Ability to analyze and evaluate financial, trade and market data reflecting pricing, volatility, trades, positions, margin, portfolios, risk exposures, risk metrics, and settlement cycles, and apply financial and risk analysis techniques and methods.
  • Knowledge of financial and risk management concepts and methods, financial modeling and quantitative methodologies and approaches such as value-at-risk model, stressed value-at-risk model, standardized measurement method, internal models approach, risk factor sensitivities, profit and loss attribution, time series analysis, and stochastic modeling.
  • Skill in oral communication in order to successfully engage with a variety of internal and external stakeholders.
  • Skill in utilizing database management systems, including but not limited to R, Python, VBA, MATLAB, JavaScript, QuantLib, MicroStrategy, C++, SSIS/SSRS, Visual Studio, Microsoft SQL Server, Greenplum, PostgreSQL, MySQL, XML, and Bloomberg terminal/API.

Desired Qualifications:

CAIA, CFA, CPA, ERP, FRM, PRM or similar financial professional designation.

SAS certifications, including SAS Certified Base Programmer or SAS Certified Advanced Programmer. Microsoft technical certifications helpful, including Microsoft Technology Associate, Microsoft Certified Solutions Associate, or Microsoft Certified Solutions Expert.

Relocation. Relocation expenses will not be paid.

Probation Period. Candidates selected under competitive examining procedures will subject to a one-year probationary period.
