Responsibilities

The following are the duties of this position at the GS-13. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.
  • Develop and monitor performance management/recognition and award systems/programs for the bureau, which are innovative and effectively motivate employees toward increased productivity and high levels of performance.
  • Conduct comprehensive studies and evaluations of the Bureau's performance management and recognition program in improving organizational effectiveness and productivity.
  • Prepare and revise procedures, plans, memorandums, letters, recommendations or corrective action needed.
  • Arrange for interviews with employees and operating officials to investigate employee and labor relations problems.
  • Represent management in third party hearings, negotiability determinations, alternative dispute resolutions, impasse disputes, unfair labor practice complaints and unit determinations and clarification as well as any disciplinary and adverse proceedings. Represent and or advise the management team on any labor issues presented to the Department of the Treasury, Department of Labor, The Federal Labor Relations Authority (FLRA), the Federal Services Impasse Panel, The Federal Mediation and Conciliation Service and OPM.

SUITABILITY, CLEARANCE & REQUIREMENTS: A background investigation will be required for all new hires. The background investigation process conducted by the Bureau of Engraving and Printing is very thorough. Qualifications

You must meet the following requirements by the closing date of this announcement.

Specialized experience:

For the GS-13, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position includes:

-Experience researching human resources concepts, principles, laws and regulations in order to advise all levels of management on appropriate resolutions regarding employee and labor relations and performance management related issues.

Examples of such experience could include:
- Providing advice and assistance about appropriate disciplinary or other corrective techniques in response to a range of conduct and performance problems; OR
- Providing guidance on labor-management matters (e.g. grievances, unfair labor practice charges, information sharing, contract interpretation, labor relations training, and preparation and conduct of contract bargaining); OR
- Coordinating and processing cases involving reports of investigation, removals, involuntary separations and other adverse actions; OR
- Advising managers and supervisors on performance management processes, including planning, monitoring, developing, and rewarding performance as well as the rating process; OR
- Developing written policy and guidelines for use by management in delineating their roles and responsibilities in such matters as developing individual employee appraisal plans, completing appraisal forms, reappraising employees as appropriate, and providing counseling and training as necessary; OR
- Advising managers and supervisors in developing appropriate performance elements and standards for established positions.

For the GS-12, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized experience for this position includes:

-Experience interpreting and applying human resources concepts, principles, laws and regulations in order to make recommendations regarding employee and labor relations and performance management related issues.

Examples of such experience could include:
- Researching applicable laws, policy, and agency precedent to provide guidance to managers and explain rules to employees regarding conduct, performance, attendance, and dispute resolution; OR
- Preparing labor agreements or labor-management proposals; OR
- Reviewing and evaluating employee performance plans and information justifying employee award nominations; OR
- Conducting research into established policy regarding performance management practices and the appropriate disposition of an employee recognition request; OR
- Advising management on appropriate procedures and practices involved in developing employee performance plans, conducting appraisal interviews, and submitting and justifying employee award nominations; OR
- Developing and presenting performance management training in regard to performance based actions.

In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:

For the GS-13, you must have been at the GS-12 level for 52 weeks.

For the GS-12, you must have been at the GS-11 level for 52 weeks.

CONDITIONS OF EMPLOYMENT:

- A one year probationary period may be required.
