Duties

Summary

You will serve as a Human Resources Specialist for the Small Business Administration (SBA), Office of Disaster Assistance (ODA), Office Disaster Strategic Engagement-Effectiveness in Herndon, Virginia. This position provides ongoing advisory services to ODA centers and supports managers and employees in applying employee development concepts, practices and principles; and evaluating the effectiveness of human resource programs and systems.

Responsibilities

As a Human Resources Specialist at the GS-0201-12, some of your typical work assignments may include:
  • Provide support to managers and employees in applying employee development concepts, principles, and practices related to organizational development and workforce analytics.
  • Responsible for developing or identifying relevant training resources and conducting regular training for employees, supervisors, and managers.
  • Apply organizational demographics, employment trends, budget projections and other human capital assessment tools to identify strategic workforce development programs.
  • Work closely with senior leaders to define the overall competencies and proficiency levels required for the workforce to meet the mission of ODA.
  • Perform qualitative and/or quantitative analyses and create summarized HR reports.

IMPORTANT NOTES:
  • If selected, your work schedule will be full time seasonal. Depending upon the level of disaster activity, you may be placed in a non-pay status if there is insufficient work. However, the work of this position will likely require you to work full-time most of the year.
  • The Term Appointment does not confer competitive status, or reinstatement rights, on the individual selected. You may be promoted or reassigned to another Term position within SBA's Office of Disaster assistance; however, you may not be appointed non-competitively to another Federal position. You will initially be given a Term Appointment exceeding one year. If all other conditions of employment are met, this appointment may be extended, in increments, up to a total of four (4) years.
  • Mandatory Overtime: In order to respond quickly and efficiently to disaster survivors, substantial compensated overtime hours may be required.


Travel Required

Occasional travel - On occasion, especially during times of substantial disaster activity, you may be required to work overtime and/or travel with little or no advance notice.

Qualifications

Generally, time in Non-Pay status is not creditable towards the specialized experience requirement listed below.

Experience:
To receive credit, you must indicate the month and year as well as the average hours worked per week for each employer. Average work hours must be stated on resume to quantify each period of work experience or that experience will not be credited toward meeting the specialized experience requirement.
You must address the specific specialized experience required for each grade level of this position on your resume or application or you will be rated "Ineligible" for that grade level.

GS-12: To qualify you must have at least 1 full year (52 weeks) of specialized experience equivalent in difficulty and complexity to the GS-11 level in the Federal service that has equipped you with the particular knowledge, skill, and ability to perform successfully in this position. This experience may have been gained in a Non-Federal service position. In addition, this Specialized Experience must demonstrate the following:

*Applying qualitative and/or quantitative methods for the assessment and improvement of training or HR program effectiveness;
*Applying employee development concepts, principles, and practices, such as developing individual development plans (IDPs), competency assessments, etc.;
*Gathering and analyzing workforce data to identify individual, group, and organizational development needs; and
*Delivering training and applying knowledge of effective delivery methods to varied audiences.

There is no substitution of education at the GS-12 level.
