Summary

This position is located in the Air Traffic Organization (ATO), Program Management Organization (PMO). The PMO provides program and acquisition management for the systems and capabilities that modernize and sustain the National Airspace System (NAS) to advance NAS programs from concept to operation while providing technical support for air traffic control automation and decision support systems.

Responsibilities

The FOUR (4) PMO directorates' key functional areas are:
  • program control, cross-cutting analysis and integration, and special initiatives such as , integrated trajectory based operations;
  • (2a) support aircraft separation services provided by controllers to pilots with accurate and capable surveillance and automation;
  • (2b) services that support decision making for traffic flow managers and services that go directly to pilots to improve safety and efficiency; and
  • (3) implementation and execution of the systems and services that tie ground systems and aircraft together through communications, navigation, weather and aeronautical information and flight services in the NAS

  • The incumbent of this position is responsible for applying experience with and comprehensive knowledge of several engineering disciplines such as Electrical, Electronic and Mechanical engineering to serve as either the Project or Implementation Lead for Federal Aviation Administration (FAA) large-scale infrastructure programs that transform, modernize and sustain the National Airspace System (NAS). As a principal technical specialist, he/she applies System Engineering technical management processes and tools such as configuration management. Uses technical performance measuring tools and technical design tools to facilitate the development of the program acquisition approach, define program scope and coordinate an integrated Master Plan. The incumbent applies experience tracing system requirements using software modeling and other tools to oversee the development and management of requirements so they align with system functionality and are traceable. Using knowledge leads system software and hardware engineering team efforts to define system requirements, conduct alternatives analyses, and develop program business cases.

    Using comprehensive knowledge of federal acquisitionpolicies and processes, he/she evaluates the preparation and implementation of an Acquisition Strategy with an on-going risk/opportunity management process. The incumbent formulates an Acquisition Strategy that includes a comprehensive contracting approach that incorporates risk mitigation strategies. The incumbent applies experience using advanced automated tracking systems such as Oracle and Delphi to apply and track the program according to FAA policy for financial planning, programming, budget development and execution.

    The incumbent applies experience using advanced automated tools and financial systems, such as macros, pivot tables, advanced filtering, etc. to create graphics and charts for inclusion in presentations to senior officials. He/she leads efforts to structure an effective requirements development and management effort that traces engineering and technical specification back to the user's system requirements. The incumbent plans, monitors, and conducts special projects, studies and initiatives; and conduct quantitative and qualitative analyses. Analyzes highly complex and challenging problems, identifies significant factors, gathers and interprets pertinent data and applies established rules and procedures in order to recommend effective solutions.

    Contacts are internal and external to the PMO. The incumbent may act as a senior point of contact for specific projects. The incumbent plays a lead role in drafting, reviewing and editing reports or contractual documents for final approval prior to external distribution. He/she represents the FAA in presenting briefings to obtain consensus/approval on policies. The incumbent coordinates significant technical issues and alternatives with representatives from program offices, and private industry. The incumbent applies an understanding of labor organizations to decision making and planning. The incumbent mentors more junior engineers and program staff.

    Although the incumbent uses broad policies and objectives, the incumbent develops new and innovative alternative approaches. The incumbent develops plans to address problems.

    Qualifications

    Applicants must demonstrate at least one year (52 weeks) of SPECIALIZED experience equivalent to the next lower grade/pay band (FG/GS-13/FV-I) in the Federal Government or non-Federal equivalent. Specialized experience is defined as the which has equipped the applicant with the particular knowledge/skills and abilities required to successfully perform the duties of the position and is typically in the directly related to the line of work of the position to be filled.

    SPECIALIZED EXPERIENCE

    Experience with development and management of complex system technical requirements and development of business case alternatives; AND

    Experience conducting quantitative and qualitative analyses.

    Basic Requirements:

    A. Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

    B. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: 1. Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT)1, or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions.

    2. Written Test -- Evidence of having successfully passed the Fundamentals of Engineering (FE)2 examination or any other written test required for professional

    registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico.

    3. Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A.

    4. Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. (The above examples of related curricula are not all-inclusive.)
