Summary

This position is located in the Air Traffic Organization (ATO), Program Management Organization (PMO). The PMO provides program and acquisition management for the systems and capabilities that modernize and sustain the National Airspace System (NAS) to advance NAS programs from concept to operation while providing technical support for air traffic control automation and decision support systems.

Responsibilities

The four (4) PMO directorates' key functional areas are:
  • program control, cross-cutting analysis and integration, and special initiatives such as , integrated trajectory based operations, AJM-1;
  • services that support decision making for traffic flow managers and services that go directly to pilots to improve safety and efficiency, AJM-2;
  • implementation and execution of the systems and services that tie ground systems and aircraft together through communications, navigation, weather and aeronautical information and flight services in the NAS, AJM-3; and
  • support aircraft separation services provided by controllers to pilots with accurate and capable surveillance and automation, AJM-4.

  • As an individual contributor, the incumbent applies detailed knowledge of electrical, electronic and mechanical engineering principles, theories and concepts to assist senior engineers in conducting cost-benefit analysis and to analyze engineering technical requirements for proposed infrastructure projects such as surveillance system and sensor projects and projects involving terminal, en route and oceanic equipment and sensors. The incumbent applies skill collecting and analyzing data, performing trend analysis and recommending improvements to the system or equipment design to assist in the preparation of the Master Integrated Program Schedule. The incumbent leverages experience using design software, instruments or tools to review project designs and to recommend improvements to the design or operation of equipment and systems.

    The incumbent uses skill applying fact-finding and investigative techniques to define program requirements and to assist in the development of program briefs and working papers. Using knowledge of FAA Systems Engineering requirements, processes, tools, and products, the incumbent assists senior engineers in the development and execution of the Acquisition Program Baseline and capability development in line with FAA Concept of Operations and the Enterprise Architecture. He/she assists senior engineers in identifying alternative solutions and processes and assists in the implementation of system and acquisition deliverables. Assists in the assembling and reviewing of acquisition packages, requests for proposals, bids, or quotations by checking documents for errors.

    Using detailed knowledge of and experience interpreting Acquisition Management System policies and processes, the incumbent supports senior engineers by assembling and reviewing acquisition packages, requests for proposals, bids, or quotations by checking documents for errors and ensuring that standard or special provisions comply with applicable policies and regulations. The incumbent uses experience participating on acquisition strategy or source selection panels to determine if a written source selection plan is necessary and to document strategy. Using experience providing market research data to senior management, the incumbent identifies market place requirements to identify supply or service sources.

    The incumbent applies experience using advanced automated tools and financial systems, such as macros, pivot tables, advanced filtering, etc. to create graphics and charts for inclusion in presentations to senior officials. The incumbent participates as an active team member in planning, monitoring, and conducting special projects, studies, and initiatives. The incumbent analyze problems, identifies significant factors, gathers and interprets pertinent data, and applies established rules and procedures in order to recommend effective solutions.

    Contacts are primarily internal to the PMO to share information and to explain the applications of policies and procedures. He/she may have frequent contact throughout the PMO and with external customers on routine matters such as data gathering, sharing information, explaining processes and project status.

    Qualifications

    Applicants must demonstrate at least one year (52 weeks) of SPECIALIZED experience equivalent to the next lower grade/pay band (FG/GS-11/FV-G) in the Federal Government or non-Federal equivalent. specialized experience is defined as the which has equipped the applicant with the particular knowledge/skills and abilities required to successfully perform the duties of the position and is typically in the directly related to the line of work of the position to be filled.

    SPECIALIZED EXPERIENCE

    *Experience supporting senior engineers by assembling and reviewing project design documentation, requirements documentation or system deliverables (replace red text with blue text acquisition packages, requests for proposals, bids, or quotations) by checking documents for errors OR Experience using design software, instruments or tools to review project designs.

    Basic Requirements:

    A. Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

    B. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: 1. Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT)1, or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions.

    2. Written Test -- Evidence of having successfully passed the Fundamentals of Engineering (FE)2 examination or any other written test required for professional

    registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico.

    3. Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A.

    4. Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. (The above examples of related curricula are not all-inclusive.)
