The incumbent ensures consistently sound financial management practices, effective planning, budgetary and accounting policies and practices, and efficient delivery of financial reporting and other financial services functions.

Responsibilities

Provides key support for the implementation, enhancement, and maintenance of the EAC automated accounting and financial systems. Supports the Agency by collecting financial data from the financial systems; reviewing and analyzing financial schedules, journal entries and financial reports; preparing EAC reports, collecting audit deliverables for the annual Financial and Data Act Audits, and engaging in other miscellaneous financial activities in support of budget and financial management functions.

Establishes, reviews and maintains internal controls to prevent waste, fraud, and abuse. Ensures the adequacy of internal and management controls to comply with applicable federal financial policies and regulations; such as Federal Managers Financial Integrity Act, the Chief Financial Officers Act, and related OMB and GAO requirements.

Supports the development of financial statements that comply with Federal Accounting Standards Advisory Board, Joint Financial Management Improvement Program, and Office of Management and Budget requirements for submission to Congress and OMB.

Supports the development, implementation, and maintenance of agency's financial internal policies, procedures, and standard operating procedures in a manner that helps the agency best achieve its mission and ensure compliance with federal laws and regulations. Monitors and identifies effects of new requirements and legislation for financial issues.

Assists the Financial Manager with negotiating, executing and monitoring Interagency Agreements (IAAs) and Commercial Agreements. Serves as Contracting Officer Representative (COR) or Alternate Contracting Officer Representative (ACOR) on IAAs and commercial payments, corresponding with vendors and coordinating with staff to resolve any challenges relating to vendor payments. Review and reconcile division's monthly Citicard purchase card transactions.

Performs other duties as assigned.

Qualifications

Expertise in Federal accounting procedures and financial management to create financial statements and reports, create high volume and multiple financial and accounting programs; analyze and evaluate financial data.

Extensive knowledge of budget guidance to include GAO Federal Appropriations Law Red Book; OMB Circular A-11 Preparation, Submission and Execution of the Budget; EAC Budget Policy and EAC Administrative Control of Funds; and decisions of the Controller General.

Ability to serve as technical advisor to key officials pertaining to financial objectives, policies and plans as they relate to the implementation of long-range and short-range financial and business management planning for the Commission's functions

Extensive knowledge of procurement guidance to include the Federal Acquisition Regulations.

Ability to lead the implementation, enhancement and maintenance of the automated accounting system.
