This National Guard position is for a Human Resources Assistant (Military), Position Description Number D1628000 and is part of the Maryland Air National Guard.

Responsibilities

As a Human Resources Assistant, GS-0203-07, you will provide advice, counsel, and assistance to the commander/detachment commander and unit staff pertaining to military human resources administration. Understands, interprets, and implements service major command, national guard, and state regulations, instructions, policies and precedents pertaining to the full range of human resources actions. Plan, organize, and administer the military human resources program for the unit. Oversees the staffing, classification, assignment, and utilization of personnel in accordance with programmed manning documents. Accomplishes a variety of military human resources transactions which may include appointments, enlistments, re-enlistments, separations, promotions, awards and decorations, duty assignments, transfers, officer and enlisted evaluations, security clearances, retirements, casualty affairs, weight management program, fitness program, payroll actions, etc. and forwards actions to the MPF. Ensures that all required supporting data is included to allow reconstruction of historical data and completion of human resources actions. Provides assistance and guidance to personnel at higher levels tasked with completing such transactions. As required, performs work relating to unit deployment requirements including establishment of deployment folders, passports, publication of special orders, etc. Provide counseling to current and potential members. Provides information to members on benefits and entitlements, career and incentive programs, retirement, and other benefits. Provides assistance to dependents concerning benefits and entitlements. Ensures all necessary application forms are completed and forwarded to the host MPF and Retention Office Manager (ROM) for processing. Performs all military human resources work relating to unit deployment requirements including address changes, passport applications, and unit Personnel Deployment Function (PDF). Coordinates, administers and reports weight management and fitness testing, including developing a system for changes within the fitness testing requirement. Administer and coordinate the Full Time Unit Support (FTUS) and Active Guard Reserve human resources (AGR) programs actions. Ensures communication and education of assigned unit members on various programs changes. Provides technical assistance to employees and supervisors concerning FTUS programs. Verifies/manages the Unit Manpower Document (UMD) and Fulltime Support Personnel Manpower Document for discrepancies and reports all findings to the Commander/Detachment Commander for resolution. Performs other duties as assigned.

Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement.
Males born after 31 December 1959 must be registered for Selective Service.
Federal employment suitability as determined by a background investigation.

Qualifications

MILITARY REQUIREMENTS :

Compatible military grade and assignment required prior to the effective date of placement.

This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard. Applicants who are not currently a member of the National Guard must be eligible for immediate membership. Military Grades: TSgt/E6 and below

Compatible Military Assignments: 3F0X1, 3F2X1, 3F3X1, 3X5X1

GENERAL EXPERIENCE : Administrative or clerical experience, education, or training which demonstrates the candidate's ability to perform the duties of the position. Experience using computer and automation systems.

SPECIALIZED EXPERIENCE : Must have at least 12 months experience in the interpretation and application of regulations, procedures or laws. Experience that provided a working knowledge of administrative functions. Experience performing personnel transactions. Experience working independently and setting priorities with very little supervisory control.

Quality of Experience - Level of time is not of itself qualifying. Candidates' experience should be evaluated on the basis of duties performed rather than strictly on the rank of the individual; however, established compatibility criteria/assignments must be followed. The applicant's record of experience training, and education must show possession of the knowledge, skills, and abilities needed to fully perform the duties of the Miscellaneous Administration and Program Positions.

Education

Substitution of Education for Specialized Experience - Completion of 2 academic years of education in an accredited college or university will satisfy the requirements for GS-4 positions. Only education in excess of the first 60 semester hours (i.e., beyond the second year) is creditable toward meeting the specialized experience requirement. One full academic year of study (30 semester hours) beyond the second year is equivalent to 6 months of specialized experience for GS-5 positions.

You will be evaluated for this job based on how well you meet the qualifications above.

Your qualifications will be evaluated on the following competencies (knowledge, skills, abilities and other characteristics):

--Comprehensive knowledge of all military human resources system requirements for assigned unit.

--Knowledge of a wide variety of Air Force, National Guard Bureau (NGB), state and Group Headquarters and unit regulations, as well as various publications, local operating procedures, and related requirements, sufficient to perform the day to day duties within the human resources function of the organization.

--Comprehensive knowledge of the military pay, allowance, and travel procedures.

--Skill in oral and written communications and the ability to prepare and present reports, prepare and process correspondence, interpret policies and guidance, provide advice and guidance to customers, and represent the organization in interactions with other organizations.

--Comprehensive knowledge of the mission, goals, objectives, terminology, and management practices in the organization to enhance the military human resources technicians.

--Ability to counsel current and potential members on various entitlement and benefit programs.

--Knowledge of the full range of FTUS and AGR human resources programs, sufficient to provide technical assistance to employees and supervisors.

--Knowledge of procedures for processing military human resources documents, to include the identification of problems and trends, and the ability to resolve discrepancies.

--Ability to prepare documentation to recognize additions, deletions, and changes to items authorized.

--Knowledge of human resources programs and requirements to ensure customer requests for automated products are satisfied.

--Knowledge of the automated system(s) supporting military human resources programs (i.e., RAPIDS/DEERS systems). Ability to retrieve data for studies, projects, and analytical reports.

--Ability to use personal computers with different software applications. Use applications to prepare presentations, graphs, charts, and table. Knowledge of Internet applications to obtain pertinent information.
