Supporting the Most Exciting and Meaningful Missions in the WorldGATA Program ManagerGATA Program ManagerThe Program Manager serves on the program management team for the Global Anti-Terrorism Assistance (GATA) II contract. The Program Manager is key personnel and ensures program effectiveness by providing leadership and management of all operational personnel and subcontractors assigned to the program. The Program Manager will direct and coordinate with functional areas including but not limited to Human Resources, Finance, Procurement, Logistics, and Subcontracts to ensure the successful execution of the contract. In the absence of the PM the Deputy Program Manager will fulfill the function of the PM.The GATA Program Manager (PM) provides oversight of the entire program encompassed by the contract and accountability for the management and execution of all tasks and subcontracts awarded under this contract. The PM shall integrate and manage the contractor work efforts, ensure deliverables are provided in an acceptable and timely manner, and provide a single point of contact for corporate commitments. The PM has overall responsibility for managing contractor performance.Responsibilities:Plans and directs the overall management and operational functions related to all aspects within the contract, including but not limited to, strategic planning, budgeting, personnel, deployment, procurement, travel, logistics and interaction with the customer.Directs assignment coordinators on the vetting and selection of instructors for deploymentServes as primary point of contact for the GATA management team to respond to short turn-around task order response.Develops cost models for deployment and in-country logistics requirements.Plans and administers work assignments set forth in training orders and coordinates directly with the USG on operational issues in order to meet training order requirements.Manages development and start-up of instructor/deployment computer database systems to include testing, creating reports, developing training materials and conducting training.Manages day-to-day performance of subcontractors to ensure quality performance and compliance with contract and company requirements. Responsible for procedures and processes ensuring accurate vendor invoices, backup documentation and expense reporting is completed in support of invoice accuracy and timely invoice submittals to the customer. Participates in program reviews to identify and implement continuous process improvements to gain efficiencies and improve overall service delivery.Responsible for formulating and enforcing work standards; reviewing work discrepancies; preparing, reviewing and submitting required reports for PAE leadership and the customer.Establishes and monitors performance metrics that aid in monitoring performance and provide meaningful, high-level program data to PAE executives and the customer.Ensures compliance with prime contract and task order requirements by identifying gaps and implementing processes to close gaps and ensure all requirements are being met.Responsible for the development, implementation, and enforcement of SOPs related to programmatic activities, duties and responsibilities.Ensure that the Quality Control section performs effectively and in accordance with the Quality Control Plan.Act as the primary Point of Contact (POC) for contractual or administrative questions that arise related to the contract and, as needed, interface with the Contracting Officer's Representative (COR), Assistance Contracting Officer's Representative(s) (ACOR), Government Technical Monitor (GTM), and DOS leadership.Reports to the Senior Director, Expeditionary Support and Stabilization (ES&S)Mandatory Requirements:Bachelors degreeDemonstrated experience managing a large program with extensive geographic reach and international aspects of a nature and magnitude similar to this effort.A minimum of ten years of experience managing major programs or projects, preferably involving training services of non-U.S. personnel and/or in non-U.S. environments.A minimum of ten years supervisory experience responsible for achieving results from subordinate staff and intermittent contractors.Working knowledge of the practices, procedures and principles of business accounting and budgeting.Willing and able travel to austere/hazardous locations as necessary.Assist with the implementation of the LOB Management Plan.Possess excellent communication skills, both oral and written.Experience in effectively dealing with international and headquarters staff, and sensitivity to other cultures. Exercise sound judgment and make decisions independently.Ability to handle multiple tasks and administrative details in a fast paced and constantly changing environment.Proficient in Microsoft Office Excel, Office and PowerPoint.Must be capable of obtaining a US Government SECRET level clearance.Desired requirements:Master's Degree preferred or demonstrated expertise in management, international training, or civilian security training programs.Experience working with USG/Department of State and Contracting Officer Representatives (CORs).PAE is proud to be an Equal Opportunity Employer.
