Position Information

This is an over strength position approved for three fiscal years from FY 2020 to FY 2022.

Arlington County is looking for a GIS Analyst to interface with County agencies to determine appropriate GIS applications, to offer innovative solutions, methods or procedures to solve business problems, to support web-mapping software applications, and to provide guidance on County-wide GIS initiatives that support business operations. This Analyst will develop and manage complex spatial projects including training programs to support GIS initiatives and will maintain knowledge in all GIS tools, utilities, databases, and capabilities. This employee will report to the GIS Mapping Center Bureau Chief, Decision Support, Department of Environmental Services.

Specific duties include:
  • Managing the design and development of moderate to complex GIS applications.
  • Developing logical and physical GIS databases, and providing administrative and technical support for web-mapping software applications to deliver operational dashboards and business intelligence reports.
  • Performing project management duties for spatial system development and implementation.
  • Evaluating, designing, and implementing spatial data models.
  • Coordinating efforts between GIS staff, other County staff and contractors.
  • Evaluating new advances in GIS and assessing their potential use within the County.
  • Determining database requirements for new client projects.
  • Evaluating existing databases and problem solving data analysis issues.
  • Scrubbing databases, particularly address files, when feasible.
  • Assisting the GIS Database Administrator with activities designed to establish, standardize, and document procedures for accessing, backing up, and restoring the GIS databases.
  • Coordinating with County agencies to provide connectivity between the GIS database and other County enterprise databases.
  • Designing, developing, conducting, and implementing web mapping training programs and classes. Providing detailed technical training in spatial applications to County users. Providing web application demonstrations to program managers, agency work groups, and staff.
  • Producing documentation for user requirements and application use.
  • Tracking participation in various training programs.
  • Maintaining pages on the Mapping Center's GIS web site.
  • Updating the data for the Mapping Center's GIS Internet and Intranet sites.
  • Attending conferences and seminars to stay current with developments in the field.


Selection Criteria

Minimum:
Full Performance:

Bachelor's degree in geographic information systems, geography, computer science or other fields related to GIS and three years of experience performing support functions using complex hardware and software in one or more areas that include:
  1. training and user support of interactive mapping applications;
  2. developing or maintaining relational data or relational databases;
  3. application design and development; and/or
  4. developing and maintaining geospatial applications for public and staff use including ESRI Portal dashboards.
Trainee Level:
Bachelor's degree in geographic information systems, geography, computer science or other fields related to GIS and at least 18 months of experience performing support functions using moderate to complex hardware and software in one or more areas that include:
  1. training and user support of interactive mapping applications;
  2. developing or maintaining relational data or relational databases;
  3. application design and development; and/or
  4. developing and maintaining geospatial applications for public and staff use including ESRI Portal dashboards.

Qualified candidates at the full performance and trainee levels will also possess the following:
  • Knowledge of ESRI's ArcGIS Server & Desktop, SDE, SQL Server, web programming languages and/or the ability to model spatial data including network modeling and/or complex spatial analysis;
  • Experience constructing databases, developing normalized tables and interfacing with different database systems.

SUBSTITUTION: Additional qualifying experience as defined above may be substituted for the education requirement on a year for year basis.

Additional Information

Work Hours: Generally, this individual will work Monday through Friday, 8 am - 5 pm.

This position may be filled at the full performance or trainee level depending on qualifications. The trainee will perform less complex GIS application development and deployment with the intent of ramping up to a full-performance level. For the trainee level, a training period will be established to last no longer than 18 months. At the end of the training period, the employee must meet experience, training, and proficiency requirements for the journey level position. Once the candidate qualifies, the one-year probationary period will begin.

The salary range for the Full Performance level is: $70,116.80-$107,140.80.

The salary range for the Trainee level is: $65,582.40-100,152.00.

Permanent, Full-Time Appointments
All jobs are permanent, full-time appointments unless otherwise stated in the announcement. The following benefits are available:

Paid Leave : Vacation leave is earned at the rate of four hours biweekly. Leave accrual increases every three years until eight hours of leave are earned biweekly for twelve or more years of service. Sick leave is earned at the rate of four hours biweekly. There are eleven paid holidays each year.

Health and Dental Insurance : Three group health insurance plans are offered - a network open access plan, a point-of-service plan, and a health maintenance organization. A group dental insurance plan is also offered. The County pays a significant portion of the premium for these plans for employees and their dependents. A discount vision plan is provided for eye care needs.

Life Insurance : A group term policy of basic life insurance is provided at no cost to employees. The benefit is one times annual salary. Additional life insurance is available with rates based on the employee's age and smoker/non-smoker status.

Retirement : The County offers three vehicles to help you prepare for retirement: a defined benefit plan, a defined contribution plan (401(a)), and a deferred compensation plan (457). The defined benefit plan provides a monthly retirement benefit based on your final average salary and years of service with the County. You contribute a portion of your salary on a pre-tax basis to this plan. General employees contribute 4% of pay; uniformed public safety employees contribute 7.5% of pay. Employees become vested in the plan at five years of service. The County also contributes to this plan.

For general employees, the County also contributes 4.2% of pay to a defined contribution plan (401(a)) . The County also matches your 457 contribution, up to $20 per pay period, in this plan. The 457 deferred compensation plan allows you to set aside money on either a pre-tax (457b) or post-tax (457 Roth) basis up to the IRS annual limit. New employees are automatically enrolled with a pre-tax contribution equal to 2% of your base pay.

Other Benefits: The County also offers health, dependent care, and parking flexible spending accounts; long-term care insurance; tuition assistance; transit and walk/bike to work subsidies; a college savings plan; wellness programs; training opportunities; and a variety of other employee benefits.

Permanent, Part-Time Appointments:
Part time employees who work ten or more hours per week receive paid leave and benefits in proportion to the number of hours worked per week.

Limited Term Appointments:
Benefits are the same as permanent appointments except that the employees do not achieve permanent status.

Temporary Regular Appointments:
Temporary regular employees who work 30 hours or more per week are eligible for health, dental, and basic life insurance as described above. They are also eligible for vacation, sick leave, and paid holidays.

Temporary Seasonal and Occasional Appointments:
Temporary employees who work on a seasonal basis or variable hours receive sick leave, but do not normally receive other paid leave or benefits. Exceptions are noted in individual announcements.
